协作时代的城市管理:“协作性公共管理”之范式解析

【摘要】：城市行政环境在21世纪发生了巨大的改变,为应对城市问题,协作性公共管理在后新公共管理时期出现并兴起。协作性公共管理是政府间关系研究的拓展,网络管理是协作性公共管理的重要类别,协作性公共管理是现代城市管理的最新注脚。协作性公共管理提供了一种解释、指导跨部门、跨组织、跨边界的管理活动的理论框架,此框架重视以经验事实为基础的协作的程度与类型的实证研究,同时也是理解网络时代公共管理的战略框架。
[Abstract]:The urban administrative environment has changed greatly in the 21st century. In order to deal with urban problems, cooperative public management appears and rises in the post-new public management period. Collaborative public management is an extension of the research on intergovernmental relations. Network management is an important category of collaborative public management. Collaborative public management is the latest footnote of modern urban management. Collaborative public management provides a theoretical framework for guiding management activities across sectors, organizations, and borders, which emphasizes empirical research on the extent and type of collaboration based on empirical facts. At the same time, it is also a strategic framework for understanding public management in the network age.
