政府主导下北部湾区域金融人才开发问题及改进研究

【摘要】:广西北部湾经济区作为我国西南地区出海口的大通道,作为连接珠三角,东南亚各国的大动脉,在国家发展上具有重要的战略地位。北部湾经济区不仅作为国家发展的重要一极,同时也是广西区发展的重要标志。而北部湾经济区的发展需要大量的人才来作为动力进行支撑。尤其是随着金融行业在全球范围内的诞生和蔓延,北部湾经济区持续加快金融行业的发展,对于金融人才的需求也逐渐加强。本文运用人力资本理论,区域公共管理等理论,分析广西北部湾经济区在区域性金融人才开发方面的现状,并归纳其问题,进一步深入剖析其原因。本文认为,广西北部湾经济区在区域金融人才开发方面存在着区域内政府以及企业双方在金融人才开发上的问题。在政府层面而言,行政力量过强,导致区域内金融人才无法合理流动或合理配置;区域内各地区政府之间人才恶性竞争,导致金融人才结构雷同;从企业层面而言,企业内部缺乏区域性金融人才开发的自主性,过度依赖政府引入人才;企业内部开发金融人才缺乏足够的资源储备,无法实现金融人才的有效开发;最后区域金融人才开发缺乏社会组织以及公民的参与。本文针对广西北部湾经济区在区域性金融人才开发中存在的问题,以及为促进广西北部湾经济区金融人才开发的持续发展,提出了以下解决对策。主要围绕政府吸纳企业,吸纳社会,共同合作的视角,提出新的改进策略。从政府而言,政府创新管理理念,达成与企业之间的人才交流以及人才合作共识;搭建信息共享平台,促进金融人才服务信息在政府问以及政企间的合理流通;确立人才合作开发制度,创新政企合作制度;创新合作机制,建立以信任为基础的政企间参与合作机制,构建政企长久性合作机构;吸纳社会力量参与,发挥社会组织以及社会公民在区域金融人才开发中的作用。
[Abstract]:Guangxi Beibu Gulf Economic Zone is an important strategic position in the development of our country. Beibu Gulf Economic Zone is not only an important pole of national development, but also an important symbol of the development of Guangxi. The development of Beibu Gulf Economic Zone needs a lot of talents to support it. Especially with the birth and spread of the financial industry in the global scope, the Beibu Gulf Economic Zone continues to speed up the development of the financial industry, and the demand for financial personnel is gradually strengthened. Based on the theory of human capital and regional public management, this paper analyzes the present situation of Guangxi Beibu Gulf Economic Zone in the development of regional financial talents, sums up its problems and further analyzes its causes. This paper holds that there are problems in the development of regional financial talents in Guangxi Beibu Gulf Economic Zone. At the government level, the administrative power is too strong, leading to the regional financial talent flow or reasonable allocation, regional governments among the vicious competition for talents, leading to similar financial talent structure; At the enterprise level, the enterprise lacks the autonomy of regional financial talent development and relies on the government to introduce talents, and the enterprise lacks sufficient resources to develop financial talents effectively. Finally, the development of regional financial talents is lack of social organization and citizen participation. In view of the problems existing in the development of regional financial talents in Guangxi Beibu Gulf Economic Zone, and in order to promote the sustainable development of financial talents in Guangxi Beibu Gulf Economic Zone, this paper puts forward the following countermeasures. Mainly around the government absorbs the enterprise, absorbs the society, the common cooperation angle, proposes the new improvement strategy. From the government, the government innovates the management idea, achieves the talented person exchange and the talented person cooperation common understanding with the enterprise, builds the information sharing platform, promotes the financial talented person service information in the government to ask the question as well as between the government and the enterprise reasonable circulation; Establishing the system of talents cooperation and development, innovating the system of cooperation between government and enterprise, innovating the mechanism of cooperation, establishing the mechanism of participation and cooperation between government and enterprise based on trust, and constructing the long-term cooperative organization of government and enterprise; Social organizations and social citizens play a role in the development of regional financial talents.
