广州市汽车产业自主创新中的政府作用研究

【摘要】:作为广州市三大支柱性产业之首的汽车产业,其自主创新的发展必然对广州的经济发展产生重要影响。而这一自主创新的发展战略和发展任务,,离不开政府的有效公共管理去实现。作为三大日系汽车的主阵营,广州经过了近十年的合资融合,依靠企业、依靠市场的力量,以市场换技术的格局依然没有从根本上改变,自主研发核心技术的道路依然在摸索中。在中日关系这一微妙的政治背景下,广州市汽车产业自主创新发展的需求显得尤为强烈,本文即是从政府作用的角度去研究这一问题。本论文基于公共管理的视角,强调了区域产业的发展离不开政府的战略发展指导和政策支持,政府的积极导向作用能为广州的汽车产业自主创新发展提供强有力的后盾支持。通过本文的研究,一方面,可以为广州市积极发挥政府作用,明确汽车产业自主创新的发展思路与发展重心提供参考;另一方面,从公共管理的角度,对政府层面形成更科学合理的政策导向有一定的指导意义。 本文在借鉴技术创新理论、竞争优势理论及政府与市场关系理论的基础上,以政府作用下东风日产启辰品牌的自主创新发展之路为例,阐述了广州市汽车产业自主创新发展中政府作用的现状,探讨了政府在自主创新中发挥的作用及存在的问题。针对政府的政策扶持不够,研发投入不足,人才储备及法律环境不完善等问题,综合对比分析了美国、日本及韩国等汽车发达国家政府作用在自主创新发展中的经验,提出了一些广州市在今后汽车产业自主创新的发展中如何加强和完善政府作用的政策建议。 本文强调广州市政府要通过加大财政性资金投入,增大税收政策扶持,改革投融资环境,加强与周边城市密切合作形成商业圈等政策,培养和引进创新人才,健全人才保障制度和法律保障环境,通过政府对自主品牌的多方面政策扶持,发挥宣传导向作用营造一种良好的创新环境,带动广州市汽车产业自主创新的长远发展。
[Abstract]:As the first of the three pillar industries in Guangzhou, the development of independent innovation will inevitably have an important impact on the economic development of Guangzhou. The development strategy and task of independent innovation can not be achieved without the effective public management of the government. As the main camp of the three Japanese automobiles, after nearly a decade of joint-venture integration, Guangzhou still has not fundamentally changed the pattern of exchanging markets for technology by relying on enterprises and market forces. The road of independent research and development core technology is still groping. Under the delicate political background of Sino-Japanese relations, the demand for independent innovation and development of the automobile industry in Guangzhou is particularly strong. This paper studies this issue from the perspective of the role of the government. Based on the perspective of public management, this paper emphasizes that the development of regional industry can not be separated from the strategic development guidance and policy support of the government, and the positive guiding role of the government can provide strong backing for the independent innovation and development of the automobile industry in Guangzhou. Through the research of this paper, on the one hand, it can provide a reference for Guangzhou to give full play to the role of the government and clarify the development ideas and development center of independent innovation of automobile industry; On the other hand, from the angle of public management, it has certain guiding significance for the government to form more scientific and reasonable policy direction. Based on the theory of technological innovation, the theory of competitive advantage and the relationship between government and market, this paper takes the road of independent innovation and development of Dongfeng Nissan brand as an example. This paper expounds the present situation of the government's role in the independent innovation development of the automobile industry in Guangzhou, and probes into the role and problems of the government in the independent innovation. Aiming at the problems of insufficient government policy support, insufficient investment in R & D, talent reserve and imperfect legal environment, this paper makes a comprehensive comparison and analysis of the experience of the governments of the automobile developed countries, such as the United States, Japan and South Korea, in the development of independent innovation. Some policy suggestions on how to strengthen and perfect the role of government in the future development of independent innovation of automobile industry in Guangzhou are put forward. This paper emphasizes that the Guangzhou Municipal Government should train and introduce innovative talents by increasing financial investment, increasing tax policy support, reforming the investment and financing environment, strengthening close cooperation with neighboring cities to form business circles, and so on. Improve the talent security system and legal protection environment, through the government's policy support to the independent brand, give play to the role of publicity and guidance to create a good innovation environment, driving the long-term development of independent innovation in the automotive industry in Guangzhou.
