理解跨界治理:概念缘起、内容解析及理论谱系

【摘要】：跨界治理概念源自后新公共管理管理运动,它是多种治理理论与模式的"集合"。其生成有着深刻的现实背景,包括信息科技助推,组织间互赖性,区域协作发展的需要,降低交易成本的要求,以及应对外溢性和碎片化问题。跨界治理研究主要指向跨地理区域、跨公私领域、跨行政层级和跨组织部门四个维度,宏观、中观、微观三个层面。它具有丰富的理论基础和广泛的研究视角,形成了一套包含动因理论、结构理论、过程理论在内的整体性理论谱系。
[Abstract]:The concept of cross-boundary governance originates from the post-new public management movement and is a collection of various governance theories and models. Its generation has profound realistic background, including information technology booster, inter-organization interdependence, the need of regional cooperation development, the requirement of reducing transaction cost, and coping with spillover and fragmentation. The research on cross-border governance mainly points to four dimensions: cross-geographical region, cross-public-private domain, cross-administrative level and cross-organizational department, macro-level, meso-scale and micro-level. It has a rich theoretical basis and a wide range of research perspectives, forming a set of holistic theory pedigree including motivation theory, structure theory and process theory.
