哈尔滨市年度土地供应计划研究

【摘要】:随着我国经济持续快速增长和城市化进程的加快,我国城市土地的需求,特别是建设用地的需求不断加大。建国之初,在公有制为主导的经济形势下,土地供应以行政划拨为唯一手段,土地的价值体现并不明显。改革开放以来,我国城市土地使用制度经历了几次改革,虽对土地公有制这一根本基础未曾动摇,但土地供应迈向市场化的步伐却越来越快,逐渐形成了一种中国特色的“双轨制”供应,即无偿划拨与有偿使用并存。目前,在我国土地浪费和供地紧张并存,,城市土地供应某种程度上存在着失控的危险。为解决这一问题,许多城市和地区制定并出台了城市土地供应计划,对土地供应实行总量控制。 近年来,哈尔滨市在土地供应计划的制定和执行方面比较落后,直接反映出了政府在土地资源管理和土地市场化运营中的问题,为改变这一现状,本文试图全面研究制定土地供应计划的各方面要素,运用科学的理论指导,依托数据模型制定出年度土地供应计划,为哈尔滨市乃至全国的城市土地供应计划制定作为参考。 首先,笔者通过大量收集国内外在土地供应计划、土地利用总体规划方面的资料和文献,并对相关理论进行研究,以哈尔滨市土地供应现状作为出发点,构建出年度土地供应计划的理论基础,并总结出了土地供应计划所需遵循的原则。其次,通过对存量土地和新增建设用地的供应能力分析,深挖土地潜力,同时,进一步探讨了利用多目标规划等技术手段,以地质、地理、自然等现状条件分析为基础,结合土地利用现状图等,对土地利用现状和土地利用总体规划、城市总体规划进行对比分析,得出了可供应土地的预测结果。再次,在土地需求预测方面,本文采用回归模型等方法从数量上探讨了建设用地总需求的预测,按照国有建设用地需求总量、商服用地、工矿仓储用地、住宅用地、公共管理与公共服务用地、交通运输用地、水域及水利设施用地和特殊用地等各类国有建设用地需求量分别进行预测,并得土地供应的最终计划。此外,针对土地供应计划在执行过程中的难点和问题,本文还提出了有针对性的建议和意见,为哈尔滨市年度土地供应计划的顺利推行提供了帮助。
[Abstract]:With the rapid economic growth and the acceleration of urbanization in China, the demand for urban land, especially for construction land, is increasing. At the beginning of the founding of the people's Republic of China, under the economic situation dominated by public ownership, the only means of land supply was administrative transfer, and the value of land was not obvious. Since the reform and opening up, China's urban land use system has undergone several reforms. Although the fundamental foundation of land public ownership has not been shaken, the pace of land supply moving towards marketization is getting faster and faster. Gradually formed a Chinese characteristics of the "double track" system of supply, that is, unpaid transfer and paid use co-exist. At present, land waste and land supply tension coexist in our country, urban land supply is out of control to some extent. In order to solve this problem, many cities and regions have formulated and issued urban land supply plans to control the total amount of land supply. In recent years, Harbin has lagged behind in the formulation and implementation of land supply plans, which directly reflects the problems of the government in the management of land resources and the operation of land marketization. This paper attempts to make a comprehensive study of the various elements of the land supply plan, using scientific theoretical guidance, relying on the data model to formulate the annual land supply plan for Harbin and even the whole country as a reference for the urban land supply plan. First of all, the author collected a large number of domestic and foreign land supply plans, land use planning aspects of information and literature, and related theory research, to Harbin land supply status as the starting point, The theoretical basis of the annual land supply plan is constructed, and the principles to be followed by the land supply plan are summarized. Secondly, through the analysis of the supply capacity of the stock of land and the new construction land, the potential of deep excavation of the land is further explored. At the same time, the use of multi-objective planning and other technical means, based on the analysis of geological, geographical, natural and other current conditions, is further discussed. Combined with the current land use map, this paper makes a comparative analysis of the present land use situation, the overall land use planning and the urban overall planning, and obtains the prediction results of the available land. Thirdly, in the aspect of land demand prediction, this paper uses regression model and other methods to discuss the forecast of total construction land demand, according to the total demand for state-owned construction land, commercial use land, industrial and mining storage land, residential land. The demand of public management and public service land, transportation land, water and water conservancy facility land and special land are forecasted, and the final plan of land supply is obtained. In addition, in view of the difficulties and problems in the implementation of the land supply plan, this paper also puts forward some suggestions and suggestions, which will help the smooth implementation of the annual land supply plan in Harbin.
