人口因素对贵港市财政支出的影响分析

【摘要】：正一、人口因素对贵港市财政支出的影响根据贵港市2010年第六次全国人口普查数据,2010年11月1日止,贵港市总人口为503.31万人,约占广西总人口的1/10,与2000年第五次全国人口普查的459.96万人相比,十年间共增加了43.35万人,年平均增长0.9%。全市常住人口411.88万人。由于人口多、人口分布和流动以及人口年龄层次的变化,都对贵港市财政支出有巨大影响。因此,在安排财政支出时,贵港市不得不把这一因素摆到重要位置加以考虑。从贵港市的财政支出安排来看,涉及人口因素的财政支出项目较多、数量巨大。一是可直接根据人口数量测算的支出。如计划生育支出、少数民族地区补助等基本公共管理与服务支出,这部分支出直接根据人口数量测算,按统一标准安排。

Therefore, in the arrangement of fiscal expenditure, Guigang City had to place this factor in an important position to consider. From the view of the fiscal expenditure arrangement of Guigang City, there are more and more expenditure items involving population factors. The first is the expenditure that can be measured directly according to the number of the population. Such as family planning expenditure, subsidies in minority areas and other basic public management and service expenditure, this part of the expenditure directly based on the number of population, according to the unified standard arrangement.
