河北省气象防灾减灾绩效评价指标体系研究

【摘要】:公共部门绩效评价指标体系研究是现代公共管理研究的一个前沿课题,也是一个难点课题,引起了国内外政界以及学界的广泛关注。构建合理、规范、科学的公共部门绩效评价指标体系,对于践行新时期我党的伟大历史使命、推进公共部门管理体制创新、提高公共部门绩效管理水平具有重要意义。 气象防灾减灾是公共服务的重要组成部分。强化气象防灾减灾工作,对保障广大人民群众福祉安康、保障经济社会和谐发展具有十分重要的现实意义。本文立足于河北省气象防灾减灾实际,尝试构建河北省气象防灾减灾绩效评价指标体系,旨在为河北省气象防灾减灾绩效评估实践提供理论指导,有效提升河北省气象防灾减灾能力,同时也为其他公共部门的绩效评估提供一定参考价值。首先,论文介绍了绩效管理相关概念,对公共部门绩效评估方法进行了比较,对绩效棱柱理论进行了简介。其次,回顾了河北省气象防灾减灾绩效评估现状,指出了构建气象防灾减灾绩效评价指标体系的迫切性,分析了绩效棱柱理论应用于气象防灾减灾绩效评估的可行性。再次,本文根据绩效棱柱理论的基本要求,,从利益相关者满意、利益相关者贡献、组织战略、业务流程、组织能力5个维度选择了19个绩效指标,构建了河北省气象防灾减灾绩效评价指标体系,并利用层次分析法确定了河北省气象防灾减灾绩效评价指标体系中各指标权重,给出了实际应用中保持该套体系动态更新的观点。最后,对保障河北省气象防灾减灾绩效评价指标体系有效运行的措施进行了深入分析。
[Abstract]:The research on the index system of public sector performance evaluation is an advanced and difficult topic in modern public management research, which has aroused the widespread concern of domestic and foreign political circles as well as academic circles. It is of great significance to construct a reasonable, standardized and scientific index system for public sector performance evaluation to carry out our party's great historical mission in the new period, to promote the innovation of public sector management system and to improve the level of public sector performance management. Meteorological disaster prevention and mitigation is an important part of public service. It is of great practical significance to strengthen meteorological disaster prevention and mitigation to ensure the well-being and well-being of the people and the harmonious development of economy and society. Based on the actual situation of meteorological disaster prevention and mitigation in Hebei Province, this paper attempts to construct the evaluation index system of meteorological disaster prevention and mitigation performance in Hebei Province, in order to provide theoretical guidance for the performance evaluation practice of meteorological disaster prevention and mitigation in Hebei Province. It can effectively enhance the ability of meteorological disaster prevention and mitigation in Hebei Province, and also provide some reference value for the performance evaluation of other public departments. Firstly, the paper introduces the related concepts of performance management, compares the methods of public sector performance evaluation, and introduces the theory of performance prism. Secondly, this paper reviews the present situation of performance evaluation of meteorological disaster prevention and mitigation in Hebei Province, points out the urgency of constructing the performance evaluation index system of meteorological disaster prevention and mitigation, and analyzes the feasibility of applying the performance prism theory to the performance evaluation of meteorological disaster prevention and mitigation. Thirdly, according to the basic requirements of the performance prism theory, this paper selects 19 performance indicators from the five dimensions of stakeholder satisfaction, stakeholder contribution, organizational strategy, business process and organizational ability. The evaluation index system of meteorological disaster prevention and mitigation performance in Hebei Province is constructed, and the weight of each index in the evaluation index system of meteorological disaster prevention and mitigation performance in Hebei Province is determined by using the Analytic hierarchy process (AHP). The viewpoint of keeping the dynamic update of the system in practical application is given. Finally, the measures to ensure the effective operation of the performance evaluation index system for meteorological disaster prevention and mitigation in Hebei Province are analyzed.
