基于双循环学习的政府组织学习与创新模式研究

【摘要】:市场经济发展带来物质财富增加的同时社会问题也开始凸显;解决问题的办法就在于政府的改革,我们可以发现,在每一个社会问题被曝光后,政府都进行了相应的改革,改革就是寻求解决问题的办法。那么,政府改革就需要政府具备必要的学习与创新能力,政府需要有创造性的学习能力,从后发行改革向前瞻性改革转变,以期降低社会问题的发生。可见,政府的学习与创新对于国家的发展具有重要的作用,同时这对于建设学习型政府、学习型社会也至关重要。 组织学习理论已经普遍应用于企业之中,而如何将其应用于政府组织当中,目前研究的学者还非常少,基于此,,我们认为,政府组织学习对于政府组织的发展具有至关重要的作用。基于中国社会处于转型时期,即在市场经济发展过程中中国政府进行的伟大社会实验和探索,很多改革没有现成模式可以遵循,因此,中国政府在积极寻找发展道路和公共管理方法。在这样社会背景中,中国政府是如何进行探索发展道路和确立改革方向?基于这个问题的解决,本文重点研究我国政府组织学习与创新的社会条件、改革思想的来源、解决社会问题的理念和思路的确立和基本模式和过程。探索我国政府组织政策酝酿、逐步确立的过程,并通过改革逐步推动中国发展的历史过程,探索政府组织战略制定的思想与方法,探索政府组织管理新方法。
[Abstract]:The development of market economy brings about the increase of material wealth, and the social problems also begin to appear. The solution to the problem lies in the reform of the government. We can find that after every social problem has been exposed, the government has carried on the corresponding reform, the reform is to seek the solution to the problem. Therefore, the government reform needs the government to have the necessary learning and innovation ability, and the government needs the creative learning ability to change from the post-issue reform to the forward-looking reform in order to reduce the occurrence of social problems. It can be seen that government learning and innovation play an important role in the development of the country, and it is also very important to build a learning-oriented government and a learning-oriented society. Organizational learning theory has been widely used in enterprises, and how to apply it to government organizations is still very few scholars. Based on this, we think, Government organization learning plays an important role in the development of government organization. Based on the great social experiments and explorations carried out by the Chinese government in the course of the development of the market economy, many reforms have no ready-made model to follow. The Chinese government is actively looking for ways of development and public administration. In such a social background, how does the Chinese government explore the road of development and establish the direction of reform? Based on the solution of this problem, this paper focuses on the social conditions of organizational learning and innovation, the source of reform thought, the establishment of ideas and ideas for solving social problems, and the basic mode and process of solving social problems. This paper probes into the process of government organization policy brewing and establishing step by step, and, through the historical process of promoting China's development step by step through reform, probes into the thought and method of government organization strategy formulation, and probes into a new method of governmental organization management.
