公共管理视野下的正蓝旗生态移民政策及其社会效益研究

【摘要】：随着经济社会的迅速发展、牧区人口的不断增加和气候条件的日益变化,北方草原生态环境发生了很大的变化,很多地区出现严重沙化,草原生态失去了原有的平衡,甚至草原生态系统无法自行恢复和调节,导致了部分地区成为人类不宜居住的地区。对此,中央、自治区高度重视,实施了生态移民工程,并且,各地也采取多种措施,以资金、政策机制来扶持了生态移民,取得了明显的成效,也出现了一些矛盾和问题。 本文以锡林郭勒盟正蓝旗实施的生态移民工程为例,研究分析了该旗农村牧区人口转移工作相关的政策及其产生的效益。在系统地查阅国内外生态移民工程和移民政策方面的研究成果的基础上,围绕草场禁牧政策、住房安置情况、就业安置情况、子女教育情况、社会保障情况工作机制情况等内容,认真分析和研究了正蓝旗进城农牧民的现状和政策影响。并且,对转移过程中存在的问题进行了梳理,并对农牧区政策制定环节提出了建议和思考。 本文通过分析总结正蓝旗生态移民相关政策措施在恢复生态环境,提高移民生产生活方面产生的效益,从而总结归纳其所取得的经验教训。对今后此类公共政策的制定和落实起到了借鉴作用。
[Abstract]:With the rapid development of economy and society, the increasing population and climatic conditions in pastoral areas, great changes have taken place in the ecological environment of steppe in the north. In many areas, there is serious desertification, and the grassland ecology has lost its original balance. Even the grassland ecosystem can not be restored and regulated by itself, resulting in some areas become uninhabitable areas. In this regard, the central authorities and autonomous regions have attached great importance to and implemented the ecological migration project, and various measures have been taken in various localities to support ecological migration with funds and policy mechanisms, which have achieved obvious results, and some contradictions and problems have also emerged. Taking the ecological migration project carried out in Zhenglan Banner of Xilingol League as an example, this paper studies and analyzes the policies related to population transfer in rural pastoral areas and its benefits. On the basis of a systematic review of the research results of ecological migration projects and immigration policies at home and abroad, focusing on the pastoral no-grazing policy, housing placement, employment placement, and the education of children, This paper analyzes and studies the present situation and policy influence of Zhenglan Banner in the city of farmers and herdsmen, including the working mechanism of social security. In addition, the problems existing in the process of transfer are combed out, and suggestions and thoughts on policy making in agricultural and pastoral areas are put forward. By analyzing and summarizing the policies and measures related to ecological migration in Zhenglan Banner in restoring the ecological environment and improving the production and life of immigrants, this paper sums up the experience and lessons it has gained. For the future of this kind of public policy formulation and implementation has played a reference role.
