【摘要】：中国特色社会主义公共管理体系是中国特色社会主义的重要组成部分,是公共管理中国化的最新成果。它既有理论的继承与创新,又有实践的总结与发展,既有立足于全局发展的宏观把握,又有着眼于局部层面的具体操作,既有浑厚的历史底蕴,又有丰富的时代内涵,是高度政治性、理论性、指导性、实践性的有机统一,贯穿着马克思主义思想和党性原则,闪耀着历史唯物主义和辩证唯物主义理论光芒,合党心,顺民意,体现了当今中国的发展大势与世界发展进步的潮流,对指导中国公共管理发展、开创中国特色社会主义新局面具有深远的历史意义和重大的现实意义。尽管中国特色社会主义公共管理体系内容丰富、内涵深刻,但正如中宣部部长刘奇葆2013年7月8日在《人民日报》撰文指出的,"中国特色社会主义是由道路、理论体系、制度构成的,是党和人民90多年奋斗、创造、积累的根本成就。"《中国特色社会主义公共管理体系研究》紧紧围绕"怎样建构中国特色社会主义公共管理体系"这个重大核心问题,选取"理论依据、体系建构、存在问题以及建设对策"四个主体组成部分,提出了一系列富有创见的新观点、新想法:坚持人民主体地位的基本要求,建构中国特色社会主义公民主体;全面提高党的建设科学化水平,确保科学执政、民主执政、依法执政;以创新的精神推进政府改革,建设职能科学、结构优化、廉洁高效、人民满意的服务型政府;改革社会组织管理制度,加快形成政社分开、权责明确、依法自治的现代社会组织体制,促进非政府组织健康有序发展;引入"社会资本理论",创新官民互动内涵,促进服务型政府建设中官民良性互动关系的实现;建构中国共产党领导的以人民代表大会制度为核心的公共管理体系结构,打造中国特色社会主义公共管理体系三重立体运行机制。面对世界上出现的新事物新情况,面对世界公共管理形势的发展变化,面对各国公共管理中出现的新思想新观点新知识,植根于中华文化沃土、反映中国人民意愿、适应中国时代发展进步要求的中国特色社会主义公共管理体系,唯有如此,方能永葆党的"先锋"本色,方能保证党领导人民有效治理国家,方能确保中国特色社会主义道路的畅通和中华民族伟大复兴"中国梦"的实现。
