天津未来科技城开发建设对策研究
[Abstract]:With the development of the world economic situation and the deepening of China's reform and opening up, scientific and technological innovation has become the core engine of China's economic restructuring and sustainable development. As an important carrier to improve the ability of independent innovation and promote the production of high-tech achievements and industrial transformation, high-tech parks have played an increasingly important role in the process of China's economic transformation and development. As a new high-tech park established under the new situation, Tianjin Future Science and Technology City has some common features with the original science and technology park, but also faces many new tasks and challenges. This article takes Tianjin future science and technology city as a case, from the growth pole, the industrial cluster, the new public management and other related theories and the domestic and foreign high-tech park development situation, unifies Tianjin future science and technology city development course, the successful experience, Comparing the international advanced science and technology parks with the domestic Zhongguancun, Shanghai Zhangjiang, Xi'an Hi-tech Development Zone, and the future science and technology cities of Beijing, Hangzhou and Wuhan, This paper analyzes the problems existing in the construction and development of Tianjin's future science and technology city and its causes, and analyzes the strengths, weaknesses, opportunities and threats facing the development of Tianjin's future science and technology city by means of SWOT model analysis. This paper clarifies the main strategic orientation of the development of Tianjin's future science and technology city, constructs the future development strategy of Tianjin's future science and technology city "1236", and proposes to build Tianjin's future science and technology city into an international talent highland with a new operating mechanism. The six development strategic objectives of leading the scientific and technological innovation industry R & D platform, gathering the achievements of high-end elements and transforming base, and putting forward to the smooth implementation of the development strategy: to create a more superior policy environment, relying on the "Beijing-Tianjin-Hebei integration," Strengthen the scale strength, give full play to the leading and driving role of scientific and technological innovation, create the carrier environment of ecological livability, and make the service-oriented government and other countermeasures and suggestions.
