基于无缝隙管理视角的完善我国餐厨废弃油脂监管研究

【摘要】:2012年9月,由于“地沟油”入药事件的曝光,使得“地沟油”问题再次成为大家关注的焦点。其实早在2010年,《中国青年报》就已详细报道过“地沟油”重回餐桌的问题,但在过去的几年中,“地沟油”问题仍然屡禁不止,由此可以看出我国在餐厨废弃油脂的监管方面仍然存在诸多问题,急需解决。 本文按“提出问题、分析问题、解决问题”的思路来布局,由“地沟油”事件入手,进行相关理论研究,然后分析并找出“地沟油”问题的由来、现状以及成因——现有的监管制度“有缝隙”;社会整体管理“有缝隙”以及对监管者的绩效评价管理“有缝隙”。并提出建立公共部门对餐厨废弃油脂的“无缝隙管理”;建立“无缝隙”的社会管理制度——完善餐厨废弃油脂回收及再利用制度;完善公共管理部门在餐厨废弃油脂监管中的绩效评价制度的完善我国餐厨废弃油脂监管的对策建议。 “地沟油”问题的存在,凸显出了我国在餐厨废弃油脂的监管方面存在“缝隙”,应当引起高度的重视。近年来,随着我国民众物质、文化水平的提升,人们在基本物质条件得到保障后,,开始对食品的质量和安全提出了更高的要求。因此,政府有责任、也有义务尽快完善在餐厨废弃油脂方面的监管制度,从而为我国的食品安全提供有效保障。
[Abstract]:In September 2012, the issue of "gutter oil" became the focus of attention again because of the exposure of "gutter oil". In fact, as early as 2010, the China Youth Daily reported in detail on the return of "gutter oil" to the table, but in the past few years, the problem of "gutter oil" has been repeatedly banned. From this, we can see that there are still many problems in the regulation of waste oils and fats in our country, which need to be solved urgently. According to the idea of "putting forward problems, analyzing problems, solving problems", this paper starts with the events of "gutter oil", carries out relevant theoretical research, and then analyzes and finds out the origin of the problem of "gutter oil". The current situation and causes-the existing regulatory system "has gaps"; There are gaps in overall social management and performance evaluation of regulators. It also puts forward the establishment of the "seamless management" of waste oils and fats in the public sector, the establishment of a "seamless" social management system, and the improvement of the system of recovery and reuse of waste oils and fats from food kitchens. Perfecting the performance Evaluation system of the Public Administration in the Supervision of the waste Oils and Fats in the Food kitchens; the countermeasures and suggestions for the supervision of the waste oils and fats of the kitchens in China. The existence of the problem of "gutter oil" highlights the existence of "gap" in the supervision of waste oils and fats in our country, which should be paid more attention to. In recent years, with the improvement of material and cultural level of Chinese people, people begin to put forward higher requirements for food quality and safety after the basic material conditions are guaranteed. Therefore, the government has the responsibility and the obligation to improve the regulation system of waste oils and fats in food and kitchen as soon as possible, so as to provide an effective guarantee for the food safety of our country.
