干部应急实训系统的设计与实现

【摘要】:当前我国正处于社会矛盾的凸显期,突发事件日益成为公众的关注焦点,对政府的公共管理工作提出了新的更高的要求。如何应对突发事件,提高应急管理能力,是当前干部培训工作的一项重要任务。在推进“干部应急实训”课程建设的过程中,急需要一整套与应急教学过程相适应的应急实训系统,达到资源管理和调用、课程过程推演支持、师生互动、教学点评和评估等功能要求。应急实训系统建立在应急管理体系的基础上,采用情境教学方法,围绕应急演练工作流引擎,包含运维管理子系统、实训教学子系统、交互处置子系统、专家点评子系统等模块,根据教学设计和实训过程,重新整合了干部应急实训的业务流程。同时,根据课程流程重组的结果,对现有的教学设计做出优化,保证实训的各个阶段按照教学的最终目标努力。系统首先对应急实训的业务模型进行了分析,由此建立相适应的技术模型,推及功能的设计及最后课程的实现。业务模型从用户角色分工和协作入手,进而对课程流程、业务特点进行分析。在技术体系方面,研究了应急演练工作流引擎在应急实训系统的应用,并结合应急管理课程特点和内容,重点在于实现应急管理过程中应急处置分工协作、应急信息共享与应急实训中子系统间的关联。实现上,分析构建了各个用户角色的任务,完成了应急实训特色分支剧情功能的设计。干部应急实训系统建立后,成为了应急培训课程的核心环节。其在课程教学的推进中,起到了不可替代的作用。

How to deal with emergencies and improve the ability of emergency management is an important task of current cadre training. In the course of promoting the curriculum construction of "cadre emergency training", it is urgent to need a set of emergency training system suitable to the emergency teaching process, to manage and transfer resources, to develop and support the course process, and to interact with teachers and students. The system first analyzes the business model of emergency training, and then establishes a suitable technical model, the design of function and the realization of final course. The business model starts with user role division and collaboration, and then analyzes the course process and business characteristics. In the aspect of technical system, the application of workflow engine of emergency drill in emergency training system is studied, and combined with the characteristics and contents of emergency management course, the emphasis is to realize the division of labor and cooperation of emergency management in the process of emergency management. The relationship between emergency information sharing and subsystems in emergency training. In realization, the task of each user role is analyzed, and the design of the characteristic branch plot function of emergency training is completed. After the establishment of cadre emergency training system, it has become the core link of emergency training course. It plays an irreplaceable role in the course teaching.
