我国直属海事系统政府雇员制完善研究

【摘要】:随着社会对水上交通安全和环保的要求日益提高,对海事系统的管理效能和效率提出了更高的要求。海事系统的监管工作量的增加,急需投入大量的人力资源,但由于受机构编制、人员经费等诸多限制,海事系统难以根据组织规模和水上交通安全发展的需要对人力资源结构进行调整。政府雇员制通过市场化、契约制的办法促进了公共管理的高效、低成本、快速回应社会需求,是政府人事管理制度的创新和突破,为高技术专业性人才进入公共管理领域提供了契机,直属海事系统政府雇员制的实施,很大程度上缓解了海事机构人员数量不足、人员知识结构不合理的局面,提高了这些海事机构的绩效和公共管理服务水平。 本文在实地调查研究的基础上,综合运用文献研究法和访谈法,对我国直属海事系统政府雇员制进行了系统、全面的探讨,详细分析直属海事系统政府雇员制中存在的问题,并提出相应的完善对策。除第一章绪论和结论外,全文共四章。第二章论述了直属海事系统的概念和职责、政府雇员的概念和特征以及政府雇员制的内涵和基本功能,并阐述了委托代理理论、公共部门人力资源管理理论、服务型政府理论等。第三章对我国直属海事系统实施政府雇员制存在的问题进行了探讨,并进行实施政府雇员制的可行性分析。第四章论述了国内外实施政府雇员制的概况和对直属海事系统建立政府雇员制可借鉴之处。第五章对政府雇员招聘、使用以及绩效考评和激励机制的运行模式进行了系统全面的研究,为完善我国直属海事系统政府雇员制提供了对策建议。 本文的创新之处在于:立足于调查研究,对直属海事系统人事制度改革的市场化途径——建立政府雇员制进行可行性分析;通过分析国内外政府雇员制实践的有益启示,结合直属海事系统的具体情况,系统地提出了完善直属海事系统政府雇员制的具体措施。
[Abstract]:With the increasing demand of water transportation safety and environmental protection, the management efficiency and efficiency of maritime system are required higher. With the increase of supervision workload in maritime systems, a large number of human resources are urgently needed. However, due to many constraints such as institutional establishment, personnel funding, and so on, Maritime system is difficult to adjust the human resource structure according to the organization scale and the development of water transportation safety. The government employee system promotes the efficiency, low cost and quick response to the social demand of the public administration by means of marketization and contract system. It is the innovation and breakthrough of the government personnel management system. This provides an opportunity for high-tech professionals to enter the field of public administration. The implementation of the government employee system directly under the maritime system, to a great extent, alleviates the situation that the number of personnel in maritime institutions is insufficient and the knowledge structure of personnel is unreasonable. Improve the performance of these maritime institutions and the level of public management services. On the basis of field investigation and investigation, this paper makes a systematic and comprehensive discussion on the government employee system of the maritime system directly under our country, and analyzes in detail the problems existing in the government employee system of the directly subordinate maritime system by using the literature research method and the interview method. And puts forward the corresponding consummation countermeasure. In addition to the first chapter of the introduction and conclusions, there are four chapters. The second chapter discusses the concept and responsibility of maritime system, the concept and characteristics of government employees, the connotation and basic functions of government employee system, and expounds the principal-agent theory and the theory of human resources management in public sector. The theory of service-oriented government. The third chapter discusses the problems existing in the implementation of the government employee system in China's direct maritime system, and analyzes the feasibility of implementing the government employee system. The fourth chapter discusses the general situation of implementing the government employee system at home and abroad and the points for reference to the establishment of the government employee system in the maritime system directly under it. The fifth chapter makes a systematic and comprehensive study on the operation mode of the recruitment, use, performance evaluation and incentive mechanism of government employees, which provides suggestions for perfecting the government employee system of maritime system directly under our country. The innovation of this paper lies in: based on the investigation and research, the paper analyzes the feasibility of establishing the government employee system, which is the market-oriented approach of personnel system reform of maritime system directly under it; By analyzing the beneficial enlightenment of the practice of the government employee system at home and abroad and combining with the concrete situation of the maritime system directly under it, this paper systematically puts forward the concrete measures to perfect the government employee system of the directly subordinate maritime system.
