C市食品药品监督管理局机构改革的案例研究

【摘要】:本案例以当今政府职能部门机构改革为背景,对组织变革的理论研究具有一定现实指导意义。药品监督管理局是政府公共管理的职能部门,作为行政组织,其组织变革有别于企业组织变革,其变革的原因、动力、阻力、变革的过程和变革的策略以及变革成败都值得深入研究,对今后的政府机构改革具有一定借鉴和指导意义。 按照我国政府机构改革的趋势,国务院以“三定”方案确定机构改革方案,药监系统从中央到地方都将先后进行机构改革。中央和地方药监系统不仅要求上下对口,同时必须从地方政府实际出发,因地制宜,不设时间限制进行机构改革。地市级药监系统的机构改革必须以国家药监局的机构改革方案为主线,并且紧紧依靠地方政府,理顺监管的体制,制定一套契合当地的实际监管现状的机构改革方案,并顺利完成机构改革适应新的监管形势。 本文以C市药品监督管理局的成立与两次机构改革的过程为基线,以我国药监系统机构改革为背景,,参照约翰.科特教授关于组织变革的理论,具体就改革的动力、阻力、策略和实施改革全程等内容进行分析,探求和总结政府机构改革的策略和经验,谋求一套适合C市药监部门机构改革的科学的规律和指导理论。
[Abstract]:This case takes the reform of government functional departments as the background, and has some practical guiding significance to the theoretical research of organizational change. The Drug Administration is a functional department of public administration of the government. As an administrative organization, its organizational change is different from the organizational change of the enterprise. The reason, motive force and resistance of the change are the reasons, the motive force and the resistance. The process of change, the strategy of change and the success or failure of change are worthy of in-depth study, which can be used for reference and guidance to the reform of government institutions in the future. According to the trend of government agency reform in our country, the State Council adopts the "three-definite" plan to determine the plan of agency reform, and the drug supervision system will be reformed successively from the central to the local level. The central and local drug supervision systems not only require the upper and lower counterparts, but also must proceed from the reality of the local government, adapt to local conditions, and carry out institutional reform without setting time limits. The institutional reform of the prefectural and municipal drug supervision system must take the institutional reform plan of the National Drug Administration as the main line, and rely heavily on the local government, straighten out the regulatory system, and formulate a set of institutional reform plans that are in line with the actual situation of the local supervision. And the successful completion of institutional reform to adapt to the new regulatory situation. In this paper, the establishment of C City Drug Administration and the process of two institutional reforms as the baseline, based on the institutional reform of China's drug supervision system, reference to John. Professor Kurt's theory of organizational change analyzes the motive force, resistance, strategy and the whole course of the reform, and explores and summarizes the strategies and experiences of the reform of government institutions. To seek a set of scientific laws and guiding theories suitable for the reform of drug supervision department in C city.
