天津推进海洋经济发展的政府管理研究

【摘要】：海洋是沿海国家和地区经济社会发展的重要空间和资源基地。进入21世纪，人类迎来了海洋新世纪。世界主要沿海国家和地区正在加快实施新的海洋发展战略，积极抢占海洋经济发展制高点。进入十二五，我国进一步提升了海洋经济发展战略，将其作为加快转变发展方式、优化经济结构的重要抓手，并积极推动海洋大国向海洋强国迈进。国家十二五规划纲要和党的十八大报告都明确提出大力发展海洋经济的举措要求。目前，国家也正在加快步伐，开展海洋经济发展的试点建设工作。天津作为经国务院批准的全国五个沿海试点省市之一，将迎来海洋经济发展前所未有的机遇时期。 近年来，随着天津滨海新区纳入国家发展战略，作为其发展主要载体的海洋产业也进入快速发展阶段，海洋经济总量规模迅速扩大。据统计，全市海洋生产总值从2006年的1369亿元增加到2010年的3088.4亿元，年均增长20.4%；2010年单位岸线产出规模达到20亿元，居全国沿海省市之首；港口运输、海洋化工、海水淡化、循环经济等产业在全国均名列前茅；海洋油气、海洋交通运输、等支柱产业规模不断扩大，海洋渔业、化工等传统产业结构不断优化；科技引领作用逐步显现，海洋经济总体呈现良好发展态势。 但是，伴随着海洋经济发展，一些问题和矛盾也逐渐显现出来，海洋经济总量规模偏小、海洋三次产业结构不合理、科技自主创新能力有待提升、海洋环境污染严重、资源利用粗放、海洋宏观管理水平有待提高等问题这些都成为阻碍未来我市海洋经济快速发展的重要因素。要想解决这些问题，除了涉海产业自身发展之外，更多的需要政府部门从行政管理入手，通过有效的政府管理措施解决海洋经济发展面临的问题和威胁，从而实现推进海洋经济持续快速发展的目的。 本文在充分认识天津海洋经济管理现状的基础上，以科学发展观为指导，，对现阶段政府部门在海洋经济管理中存在的问题进行剖析。同时，借鉴国内外海洋经济管理的先进经验和优秀做法。在此基础上，结合公共管理相关原理和研究方法，对推进海洋经济发展的战略措施研究评价。最后提出有针对性的可供政府采纳的对策建议，为政府部门决策提供一定的参考和依据。
[Abstract]:Ocean is an important space and resource base for the economic and social development of coastal countries and regions. Entering the 21st century, mankind ushered in a new century of ocean. The major coastal countries and regions of the world are accelerating the implementation of the new marine development strategy, and actively seize the commanding heights of marine economic development. Entering into the 12th five-year Plan, China has further promoted the development strategy of marine economy as an important starting point for speeding up the transformation of development mode and optimizing the economic structure, and actively promoting the sea power to become a marine power. The outline of the National Twelfth five-year Plan and the report of the 18th National Congress of the Communist Party of China (CPC) clearly put forward the requirements for vigorously developing the marine economy. At present, the country is also speeding up the pace of marine economic development pilot construction work. As one of the five coastal pilot provinces and cities approved by the State Council, Tianjin will usher in an unprecedented opportunity period for marine economic development. In recent years, with Tianjin Binhai New area into the national development strategy, as the main carrier of its development, the marine industry has entered a rapid development stage, and the scale of marine economy has expanded rapidly. According to statistics, the gross marine product of the whole city increased from 136.9 billion yuan in 2006 to 308.84 billion yuan in 2010, with an average annual increase of 20.4 percent. In 2010, the scale of unit coastal output reached 2 billion yuan, ranking first among the coastal provinces and cities in the country. Port transportation, marine chemical industry, seawater desalination, recycling economy and other industries are among the best in the country, marine oil and gas, marine transportation, and other pillar industries continue to expand, marine fisheries, chemical industry and other traditional industrial structure is continuously optimized; The leading role of science and technology gradually appeared, and the marine economy as a whole showed a good trend of development. However, with the development of marine economy, some problems and contradictions have gradually emerged. The size of marine economy is on the small side, the structure of marine three industries is unreasonable, the ability of independent innovation in science and technology needs to be improved, and the marine environment is seriously polluted. The extensive utilization of resources and the need to improve the level of marine macro-management have become important factors that hinder the rapid development of marine economy in our city in the future. In order to solve these problems, in addition to the development of the maritime industry itself, more and more government departments need to start with the administration and solve the problems and threats facing the development of the marine economy through effective government management measures. So as to achieve the purpose of promoting the sustainable and rapid development of marine economy. On the basis of full understanding of the current situation of marine economic management in Tianjin, this paper analyzes the problems existing in the marine economic management of government departments at the present stage under the guidance of the scientific view of development. At the same time, draw lessons from the advanced experience and excellent practices of marine economic management at home and abroad. On this basis, combined with the relevant principles and research methods of public management, the strategic measures to promote the development of marine economy are studied and evaluated. Finally, some suggestions are put forward for the government to adopt, which can provide some reference and basis for the decision-making of government departments.
