高新区业主自治模式的治理绩效——以中关村软件园为例

【摘要】：目前,高新区的治理或以政府主导的治理路径或以市场主导的治理路径,这种单一的治理模式逐渐暴露出很多问题,需要探索一种综合的高科技园区的治理模式。以中关村软件园为例,对其提出的企业参与式的业主自主治理路径进行理论总结,通过结构方程模型分析该治理路径对园区治理绩效是否有效。研究表明:业主自治的内部和外部机制均对高新区治理绩效有积极影响,业主自治治理路径可为其他园区治理提供借鉴。
[Abstract]:At present, the governance of high-tech zones or government-led governance path or market-oriented governance path, this single governance model gradually exposed a lot of problems. It is necessary to explore a comprehensive governance model of high-tech park. Taking Zhongguancun Software Park as an example, this paper makes a theoretical summary of the owner's independent governance path proposed by Zhongguancun Software Park. The structural equation model is used to analyze whether the governance path is effective to the governance performance of the park. The research shows that both the internal and external mechanisms of owner autonomy have a positive impact on the governance performance of high-tech zones. Owner self-governing path can provide reference for other park governance.
