【摘要】：国家中医药管理局在全国31个省(直辖市、自治区)建立了中医药项目预算执行动态监控平台,已基本形成国家级、省级、基层单位三级统一的中医药项目预算执行信息监控体系。能够动态、准确、高效、实时收集、分析和监控项目承担单位的中医药项目预算执行情况,提高了中医药项目预算执行的精细化、科学化的管理水平。根据财政部、国家中医药管理局等管理部门提出的“加强中医药项目执行管理,提高项目执行规范化水平,充分发挥财政资金使用效益”的管理原则与要求;基于目前预算执行监控体系,而预算执行情况尚未有评价、反馈机制,所以中医药项目预算执行全过程的绩效考核机制亟待建立。目的:研究规划中医药项目预算执行绩效考核信息平台的整体框架,明确指导思想和规划原则,建立中医药项目预算执行绩效考核信息系统,构建绩效考核信息平台和支撑体系,对信息平台进行详细研究设计,确定各部分的具体内容,为构建中医药项目预算执行绩效信息平台提供具体可参考的模型。方法:通过文献研究法了解和掌握国内外卫生行业、政府部门关于项目绩效考核的形式和内容的研究;通过专家咨询法,征求绩效指标体系、标准体系构建的意见,并完善各体系内容;以系统方法,结合软件工程的思想,设计中医药项目预算执行绩效考核信息系统和全国中医药项目绩效考核专家APP系统架构和功能。结果:(1)研究规划了中医药项目预算执行绩效考核信息平台的主要内容,以技术平台为主体,支撑体系为保障;(2)技术平台设计,包含中医药项目预算执行绩效考核信息系统和全国中医药项目绩效考核专家APP系统需求分析与总体设计,以及安全体系的设计;(3)支撑体系设计,研究设计了以组织管理体系、团队建设、运维管理和基础设施配套等方面内容;结论:应用标准化原理和信息工程理论与方法来规划设计了中医药项目预算执行绩效考核信息平台,构建了信息平台的模型,对于在全国范围内信息平台的建设具有指导意义,提高了中医药项目预算执行绩效考核工作的效率,提升了绩效考核的水平,对中医药项目的预算管理起到了有力的推进作用。
[Abstract]:The State Administration of traditional Chinese Medicine has established a dynamic monitoring platform for the budget implementation of Chinese medicine projects in 31 provinces (municipalities and autonomous regions directly under the Central Government), which has basically formed a national and provincial level. A three-level unified information monitoring system for the budget implementation of Chinese medicine projects in grass-roots units. It is able to collect, analyze and monitor the budget implementation of traditional Chinese medicine projects in units that undertake projects in a dynamic, accurate, efficient and real-time manner. According to the proposal of the Ministry of Finance, the State Administration of traditional Chinese Medicine and other administrative departments, "strengthening the execution management of traditional Chinese medicine projects and improving the standard level of project execution," The management principles and requirements of giving full play to the efficiency of the use of financial funds; based on the current monitoring and control system of budget implementation, which has not yet been evaluated and feedback mechanism, Therefore, it is urgent to establish the performance appraisal mechanism in the whole process of budget execution of traditional Chinese medicine projects. Objective: to study the overall framework of the information platform for the performance evaluation of the budget implementation of traditional Chinese medicine projects, and to clarify the guiding ideology and planning principles. Establish the performance appraisal information system of budget execution of traditional Chinese medicine project, construct the information platform and supporting system of performance appraisal, carry on the detailed research and design to the information platform, determine the concrete content of each part, Methods: through literature research to understand and master the health industry at home and abroad, government departments on the form and content of project performance evaluation; Through the method of expert consultation, the opinions of the performance index system and the standard system are solicited, and the contents of each system are improved, and the system method is combined with the idea of software engineering. The framework and function of the performance evaluation information system for the budget execution of traditional Chinese medicine project and the performance appraisal expert of the national traditional Chinese medicine project are designed. Results: 1) the main contents of the information platform for the performance appraisal of the budget implementation of the traditional Chinese medicine project are studied and planned. The design of technical platform is based on technology platform and support system. It includes the requirement analysis and overall design of Chinese medicine project budget execution performance appraisal information system and national Chinese medicine project performance appraisal expert APP system. And the design of security system support system design, research and design to the organizational management system, team building, operation and maintenance management and infrastructure supporting and other aspects of the content; Conclusion: applying the standardization principle and information engineering theory and method to plan and design the information platform for the performance evaluation of the budget execution of traditional Chinese medicine project, the model of the information platform is constructed, which has the guiding significance for the construction of the information platform in the whole country. It improves the efficiency of performance appraisal of Chinese medicine project budget execution, improves the level of performance appraisal, and plays a powerful role in promoting the budget management of traditional Chinese medicine project.
