农民合作社的规范程度对其经济绩效的影响

【摘要】:农民合作社是带动农户进入市场的基本主体,既是发展农村集体经济的新型实体,又是创新农村社会管理的有效载体。随着中央和地方政府对农民专业合作社扶持力度的增加,中国的农村合作事业发展速度不断加快。然而,我国农民专业合作社在迅速发展壮大的同时,依然存在许多问题。饱受诟病的问题之一就是合作社运行不规范。农民合作社既要服务于社员,又要争取市场成功。市场成功即意味着合作社要有较好经济绩效。那么服务于社员和争取市场成功有无冲突呢?规范性强的合作社的经济绩效是否更高呢?因此,本文将致力于探索合作社规范程度与合作社经济绩效之间的理论关系并加以实证。目前学界对合作社规范的研究大多停留在制度层面,探讨合作社规范失效的现状、原因、后果和解决方案,但缺乏对合作社规范性的量化研究,不能从实证的角度做出说服力强的解释。因此,本文将对合作社规范程度进行量化,拟通过实证研究来探讨合作社规范程度与经济绩效的关系。由于目前缺乏合作社规范程度的统一标准,本文将借鉴《国家农民专业合作社示范社评定及监测暂行办法》的相关内容,从中提取民主管理、服务成效、产品质量及社会声誉四个方面作为合作社规范的评判标准。考虑到合作社的社会属性对公平的追求,且“民主管理”与合作社的社会属性联系得较为密切,本论文假设组织公平氛围在民主管理与合作社经济绩效之间的关系中起中介作用,构建合作社规范程度对合作社经济绩效产生影响的理论模型。通过对湖北、江西、山东三省18个乡镇的127家农民专业合作社的社长及其376名社员的调研,最终获得114份有效社长问卷及352份有效社员问卷,并借鉴温忠麟等提出的中介效应检验程序对理论模型进行检验,通过实证分析得出本论文的研究结论。实证研究发现,合作社规范正向影响合作社经济绩效,其中服务成效、产品质量和社会声誉直接影响合作社经济绩效,民主管理则通过组织公平氛围间接影响合作社经济绩效。基于研究结论,本文提出了政府、合作社管理者以及社员如何参与合作社规范建设的建议:政府应当完善合作社规范相关法律的立法及监督实施,并加强合作社相关知识的宣传及普及力度;合作社管理者应正视合作社的规范运行,依法完善合作社社内的民主管理和财政管理等制度,同时加强合作社社内公平氛围的建设;社员应知法懂法,主动诉求其权利,积极创新创造,以个人效益带动集体效益。
[Abstract]:Farmers' cooperative is the basic subject to drive farmers into the market. It is not only a new entity for developing rural collective economy, but also an effective carrier for innovating rural social management. The pace of development of rural cooperative undertakings in China has been accelerating. However, while the farmers' specialized cooperatives in China are growing rapidly, There are still many problems. One of the problems that has been criticized is the irregular operation of cooperatives. Farmers' cooperatives must serve their members. The success of the market means that the cooperative should have better economic performance. Is there any conflict between serving the members and striving for the success of the market? Is the economic performance of the highly regulated cooperatives higher? Therefore, this paper will focus on exploring the theoretical relationship between the cooperative normative degree and cooperative economic performance, and make an empirical study. At present, the academic research on cooperative norms mostly stays at the institutional level, and discusses the current situation of cooperative norms failure. The reasons, consequences and solutions, but the lack of quantitative research on cooperative norms, can not make a convincing explanation from the perspective of empirical. Therefore, this paper will quantify the degree of cooperative norms, This paper intends to explore the relationship between cooperative normative degree and economic performance through empirical research. This paper will draw lessons from the relevant contents of the interim measures on Evaluation and Monitoring of the National Farmers' Professional Cooperatives, so as to extract democratic management and service effectiveness. The four aspects of product quality and social reputation are used as criteria for evaluating cooperative norms. Considering the social attributes of cooperatives and the pursuit of equity, "democratic management" is closely related to the social attributes of cooperatives. This paper assumes that the organizational fair atmosphere plays an intermediary role in the relationship between democratic management and cooperative economic performance, and constructs a theoretical model of the influence of cooperative normative degree on cooperative economic performance. The investigation of 127 farmers' professional cooperatives in 18 villages and towns in three provinces of Shandong Province and their 376 members resulted in 114 valid president questionnaires and 352 valid member questionnaires. Using Wen Zhonglin's intermediary effect test procedure for reference to test the theoretical model, the conclusion of this paper is drawn by empirical analysis. The empirical study shows that cooperative norms positively affect cooperative economic performance, including the effectiveness of service. Product quality and social reputation directly affect cooperative economic performance, while democratic management indirectly affects cooperative economic performance through organizational equity atmosphere. Suggestions on how to participate in the cooperative norm construction: the government should perfect the legislation and supervise the implementation of the cooperative law, and strengthen the propaganda and popularization of the cooperative related knowledge; Cooperative managers should face squarely the normal operation of cooperatives, perfect the system of democratic management and financial management in cooperative societies according to law, at the same time strengthen the construction of fair atmosphere in cooperative cooperatives, and members should know and understand the law and take the initiative to claim their rights, Actively innovate and create, with individual benefit drive collective benefit.
