【摘要】：随着我国城市化进程不断加快,人民生活质量不断提高,对供水、供热、公共交通、燃气、污水处理、垃圾处理、电力等城市公用事业产品和服务的需求也急剧增加,公共产品和服务供给面临较大压力,供需矛盾逐渐突出。而长期以来,效率低下一直是摆在我国城市公用事业行业面前的主要难题。因此,如何科学地对我国城市公用事业企业绩效展开评价,从而为政府和企业提供管理决策越来越成为备受学术界和实践界关注的问题。无论从理论研究还是从企业实践来看,科学全面、准确客观地评价我国城市公用事业企业绩效对深化我国城市公用事业市场化改革,促进城市公用事业更快更好发展都有着重大的意义。本文立意正在于此。本文内容共包括七个部分。第一部分主要写研究背景、研究内容和意义、国内外城市公用事业企业绩效评价文献综述以及研究创新;第二部分内容是关于我国目前城市公用事业市场化改革的现状、成效以及还存在哪些问题;第三部分是基于城市公用事业的经济特征分析我国公用事业企业绩效评价的特殊性,并对影响我国城市公用事业的利益相关者进行深入的分析;第四部分是从理论上研究了城市公用事业企业绩效评价的方法和体系构建,并具体阐述了这套评价办法的实施步骤和注意事项;第五部分是采用实证的方法对我国城市公用事业上市公司2015年的综合绩效进行评价和分析;第六部分是从经济环境、公司治理等角度分析了影响我国城市公用事业企业综合绩效的因素;最后一部分是结论建议及论文不足和展望。
[Abstract]:With the continuous acceleration of the urbanization process in China and the continuous improvement of the quality of life of the people, the demand for urban public utility products and services, such as water supply, heating, public transport, gas, sewage treatment, garbage treatment, electricity, and so on, has increased dramatically. The supply of public goods and services is under great pressure, and the contradiction between supply and demand is becoming more and more prominent. For a long time, inefficiency has been the main problem facing the urban public utilities industry in China. How to scientifically evaluate the performance of urban public utilities enterprises in our country and provide management decisions for the government and enterprises has become a more and more concerned issue in the academic and practical circles, whether from the theoretical research or from the enterprise practice, and how to evaluate the performance of the urban public utilities enterprises in our country is becoming more and more important. Scientific, comprehensive, accurate and objective evaluation of the performance of urban public utilities enterprises in China has deepened the market-oriented reform of urban public utilities in China. It is of great significance to promote the faster and better development of urban public utilities. This is the purpose of this paper. The content of this paper consists of seven parts. The first part is mainly about the research background, the research content and the significance. The second part is about the current situation, effect and problems of the market-oriented reform of urban public utilities in China. The third part is based on the economic characteristics of urban public utilities to analyze the particularity of performance evaluation of public utilities in China, and the impact of the stakeholders of urban public utilities in-depth analysis; The fourth part is the theoretical study of the urban public utility enterprise performance evaluation method and system construction, and specifically described the implementation of this set of evaluation procedures and points for attention; The fifth part is to use the empirical method to evaluate and analyze the comprehensive performance of the public utility companies in our country in 2015; the sixth part is from the economic environment. From the perspective of corporate governance, this paper analyzes the factors that affect the comprehensive performance of urban public utility enterprises in China. The last part is the conclusion and suggestion, the deficiency of the paper and the prospect.
