凤凰沱江流域生态补偿绩效评价研究

【摘要】：随着我国经济的快速发展,各民族地区流域对生态环境的依赖度愈来愈高,民族地区流域生态补偿问题也成为业界争议的热门话题,而凤凰沱江位于湖南省湘西土家族苗族自治州凤凰县境,著有“古城凤凰的母亲河”之称,为凤凰县境最大的河流,以其独特的旅游资源优势,成为湖南省湘西凤凰县生态经济发展中心地带,但由于掠夺式和粗放型的旅游开发,导致生态环境遭受破坏,引发了生态环境问题,需要引入生态环境补偿,进而以其为代表探究凤凰沱江流域生态补偿绩效评价研究,具有重要意义。本文阐释了民族地区流域生态补偿机制概念,并梳理了公共物品理论、生态资本理论、环境经济学理论、流域生态补偿博弈理论等理论基础,进一步探究民族地区流域生态补偿机理及评价方法,便于识别流域生态补偿主体、客体、标准、方式与途径,以及流域生态补偿利益相关者,完善其生态补偿绩效评价机制。其次,展开凤凰沱江流域生态补偿绩效评价指标体系构建,通过对流域生态补偿绩效评价机制的初步分析,提炼评价指标,凤凰沱江流域生态补偿绩效评价指标体系由1个目标层、4个准则层及12项指标层组成,结合2011-2015年凤凰沱江流域生态补偿绩效相关数据进行综合评价。结果表明,近五年来虽然凤凰沱江流域生态环境恶劣,其生态补偿绩效不太理想,但伴随时间的推移呈现显著改善,这与我国实施民族地区流域生态补偿发展状态一致,但仍然存在一些不足之处。最后,根据凤凰沱江流域生态补偿绩效评价分析结果,提出完善凤凰沱江流域生态补偿绩效评价机制的对策建议。主要体现在四点:1)提供强有力的凤凰沱江流域生态补偿法制政策保障,不断健全流域生态补偿法律政策,健全流域生态补偿相关利益者的责任制度,因地制宜地确定流域生态补偿标准;2)提升凤凰沱江流域生态补偿绩效评价机制的影响力,强化群众对凤凰沱江流域生态环保意识,完善跨乡镇区域生态补偿合作机制,统筹安排凤凰沱江流域水质考核处罚资金;3)构建多层次凤凰沱江流域生态补偿财政保障,构建多层次流域生态补偿财政分担体系,建立流域生态补偿与生态保险协调体系,引入创新的流域生态补偿融资方式;4)科学制定凤凰沱江流域生态补偿评价机制可持续发展战略,完善凤凰沱江流域生态补偿绩效评价机制持续发展统筹规划,建立凤凰沱江流域生态补偿持续发展长效机制,完善凤凰沱江流域生态补偿绩效评价监督机制,进而完善凤凰沱江流域生态补偿绩效评价机制。
[Abstract]:With the rapid development of economy in our country, the dependence of national watershed on ecological environment is becoming more and more high, and the problem of watershed ecological compensation in minority areas has become a hot topic in the industry.The Phoenix Tuojiang River is located in Fenghuang County, Xiangxi Tujia and Miao Autonomous Prefecture, Hunan Province, and is known as the "Mother River of the Ancient City of Phoenix." it is the largest river in the territory of Phoenix County, with its unique tourism resources advantage.It has become the center of ecological economy development in Fenghuang County, Hunan Province. However, because of predatory and extensive tourism development, the ecological environment has been destroyed, which has caused ecological environment problems, and ecological environment compensation needs to be introduced.It is of great significance to study the performance evaluation of ecological compensation in Phoenix Tuojiang River Basin.This paper explains the concept of watershed ecological compensation mechanism in minority areas, and combs the theoretical basis of public goods theory, ecological capital theory, environmental economics theory, basin ecological compensation game theory and so on.In order to identify the main body, object, standard, way and way of ecological compensation of watershed, and improve the performance evaluation mechanism of ecological compensation of watershed, the mechanism of ecological compensation in minority areas is further explored.Secondly, the performance evaluation index system of ecological compensation in Fenghuangtuo River basin is constructed, and the evaluation index is refined through the preliminary analysis of the performance evaluation mechanism of ecological compensation in the basin.The performance evaluation index system of ecological compensation in Fenghuang Tuojiang River Basin is composed of one target layer, four criterion layers and 12 index layers. Combined with the relevant data of ecological compensation performance of Fenghuangtuo River Basin from 2011-2015 to carry on the comprehensive evaluation.The results show that, although the ecological environment of the Fenghuangtuo River basin is bad and the performance of ecological compensation is not ideal in recent five years, the ecological compensation performance has improved significantly with the passage of time, which is consistent with the implementation of the development of ecological compensation in minority areas in China.However, there are still some shortcomings.Finally, according to the results of performance evaluation of ecological compensation in Fenghuangtuo River Basin, the countermeasures and suggestions for perfecting the performance evaluation mechanism of ecological compensation in Phoenix Tuojiang River Basin are put forward.Mainly reflected in 4: 1) providing a strong legal policy guarantee for ecological compensation in the Phoenix Tuojiang River basin, continuously improving the legal policy on ecological compensation in the basin, and perfecting the responsibility system of the stakeholders concerned in the ecological compensation of the river basin.To improve the influence of the performance evaluation mechanism of ecological compensation in Fenghuangtuo River basin, to strengthen the people's awareness of ecological environmental protection in Phoenix Tuojiang River basin, and to perfect the cooperation mechanism of cross-township regional ecological compensation.Overall arrangement of Phoenix Tuojiang River Basin Water quality Assessment and punishment Fund 3) Construction of multi-level Phoenix Tuojiang River basin ecological compensation financial guarantee, build multi-level watershed ecological compensation financial sharing system, establish basin ecological compensation and ecological insurance coordination system,Introducing innovative financing method of ecological compensation in river basin and making sustainable development strategy of ecological compensation evaluation mechanism of Phoenix Tuojiang River basin scientifically, perfecting the overall plan of sustainable development of performance evaluation mechanism of ecological compensation in Phoenix Tuojiang River basin.The long-term mechanism of sustainable development of ecological compensation in Fenghuangtuo River Basin is established, the performance evaluation and supervision mechanism of ecological compensation in Phoenix Tuojiang River Basin is perfected, and the performance evaluation mechanism of Ecological compensation in Fenghuangtuo River Basin is further improved.
