科技创业政策体系的功能与构成规律——基于政策文本的内容分析法研究

【摘要】：科技创业政策已成为引导科技创业活动、提升科技创业绩效的重要因素,且覆盖科技创业的全过程。本研究构建了科技创业政策与科技创业风险、科技创业能力、科技创业环境的理论框架与内在逻辑,运用内容分析法,对于国家层面及湖北省出台的科技创业相关政策文本展开研究,得出:科技创业政策体系政策工具占比由高至低依次为提高科技创业能力型政策、改善科技创业环境型、降低科技创业风险型。其中,在提高科技创业能力方面,政策工具主要涉及三个方面,即科技创业人才政策、科技创业孵化政策以及科技创业项目政策;在改善科技创业环境方面,政策工具主要为科技创业服务政策、科技创业文化政策和科技创业保障政策;在降低科技创业风险方面,政策工具主要为科技创业融资政策、科技创业成果转移政策和科技创业税收政策。
[Abstract]:Science and technology entrepreneurship policy has become an important factor to guide scientific and technological entrepreneurial activities and improve the performance of science and technology entrepreneurship, and covers the whole process of science and technology entrepreneurship. This research has constructed the scientific and technological entrepreneurship policy and the science and technology entrepreneurship risk, the science and technology entrepreneurship ability, the science and technology entrepreneurship environment theory frame and the intrinsic logic, uses the content analysis method, For the national level and Hubei Province issued the relevant policy texts of science and technology entrepreneurship research, it is concluded that: the proportion of policy tools of science and technology entrepreneurship policy system from high to low in order to improve the ability of science and technology entrepreneurship policy, improve the environment of science and technology entrepreneurship. Reduce the risk of scientific and technological entrepreneurship. Among them, in improving the ability of science and technology entrepreneurship, the policy tools mainly involve three aspects, namely, the policy of science and technology entrepreneurship talents, the policy of science and technology entrepreneurship incubation, and the policy of science and technology entrepreneurship project; in the aspect of improving the environment of science and technology entrepreneurship, The policy tools are mainly the science and technology entrepreneurship service policy, the science and technology entrepreneurship culture policy and the science and technology entrepreneurship safeguard policy; in the aspect of reducing the risk of science and technology entrepreneurship, the policy tool is mainly the science and technology entrepreneurship financing policy, Scientific and technological entrepreneurial achievement transfer policy and science and technology entrepreneurship tax policy.
