FDI技术溢出、异质吸收能力与长三角城市群创新绩效

【摘要】:在中国经济发展已进入新常态的背景下,我国经济发展的必经之路就是转变经济增长方式从而实现经济增长由粗放型向可持续发展的转变。而实现经济可持续发展的关键就是增强区域自主创新能力。本文将FDI技术溢出效应和本地吸收能力结合起来,研究其作用原理从而使其可以优化实践活动来实现创新效益的最大化。作者发现学者对此研究以往都只将吸收能力作为地区技术进步的一个影响因素,并没有将吸收能力和技术溢出结合起来将两者放到同等重要的地位来研究并判断两者综合作用下创新活动绩效的变化规律。本文研究的创新点就是通过对FDI技术溢出效应和异质吸收能力的作用机理研究来判断两者共同作用下对长三角城市群的创新绩效。本文通过利用长三角城市群的相关数据来研究FDI技术溢出效应和异质吸收能力对地区创新绩效的影响机理,从而对长三角城市群的生产创新活动提供相关建议。文章利用长三角城市群26个城市的面板数据,通过搜集和分析长三角城市群26个城市的科学技术存量、FDI国际技术溢出、人力资本、技术水平、教育投入、经济发展水平和市场化程度等相关数据,利用OLS实验证实两者对地区创新绩效影响作用并不必然存在显著性差异。并进一步指出,人力资本、教育水平和地区经济发展水平对长三角城市群各城市的创新绩效有明显的影响。同时,本文通过研究发现技术溢出与吸收能力不仅在影响创新活动上重要程度相当,而且由于吸收能力的异质性才导致FDI技术溢出在不同地区产生了不同结果。人力资本存量(h)不仅可以自身促进地区技术进步,也可以和FDI技术溢出共同作用使FDI技术溢出效应有更优的作用。FDI在现实环境下对技术进步的影响更为明显并且需要合适的条件使其实现。FDI技术溢出效应的成功实现是有条件的,不能将这些因素割裂开来。综上所述,地区创新能力的进步不是一个因素单独作用下的结果,只有各因素能动的结合起来才能实现最优地区创新绩效。
[Abstract]:Under the background that China's economic development has entered the new normal, the only way for China's economic development is to change the mode of economic growth so as to realize the transformation of economic growth from extensive to sustainable development. The key to achieve sustainable economic development is to enhance the ability of regional independent innovation. In this paper, FDI technology spillover effect and local absorptive capacity are combined to study its working principle so that it can optimize its practical activities to maximize innovation benefits. The author found that the previous studies only regarded absorptive capacity as one of the influencing factors of regional technological progress. It does not combine absorptive capacity and technology spillover to study and judge the change rule of innovation activity performance under the combined action of both. The innovation of this paper is to judge the innovation performance of Yangtze River Delta urban agglomeration under the joint action of FDI technology spillover effect and heterogeneous absorption ability. Based on the relevant data of Yangtze River Delta urban agglomeration, this paper studies the influence mechanism of FDI technology spillover effect and heterogeneous absorptive capacity on regional innovation performance, thus providing relevant suggestions for the production and innovation activities of Yangtze River Delta urban agglomeration. Based on the panel data of 26 cities in the Yangtze River Delta urban agglomeration, this paper collects and analyzes the FDI international technology spillover, human capital, technological level and educational input of the 26 cities in the Yangtze River Delta urban agglomeration. Based on the relevant data of economic development level and marketization degree, using OLS experiment, it is proved that there is no significant difference in the effect of the two factors on the regional innovation performance. Furthermore, it is pointed out that human capital, education level and regional economic development level have obvious influence on the innovation performance of cities in the Yangtze River Delta urban agglomeration. At the same time, it is found that technology spillover and absorptive capacity are not only of equal importance in influencing innovation activities, but also lead to different results of FDI technology spillover in different regions because of the heterogeneity of absorptive capacity. The stock of human capital can not only promote regional technological progress on its own, The FDI technology spillover effect can also be combined with FDI technology spillover effect to make the FDI technology spillover effect more obvious in the real environment, and it needs suitable conditions to realize the successful realization of FDI technology spillover effect. These factors cannot be separated. To sum up, the progress of regional innovation ability is not the result of a single factor, only the combination of all factors can achieve the optimal regional innovation performance.
