云南省某三甲医院2006-2015年科研投入和产出情况研究

【摘要】：[目的]回顾2006-2015年医院科研投入和产出情况,分析可能影响科研产出的因素,为医院科研发展提供参考和决策依据。[方法]以云南省某三甲医院为研究现场,确定科研投入和产出相关指标,采用定量与定性研究相结合的方法,收集医院2006-2015年科研投入和产出相关数据,访谈科研管理人员和科研人员,通过多重线性回归统计方法,分析医院科研产出的相关性和影响因素。[结果]1、科研投入指标为科研人员、实验室面积、科研奖励等7个指标。科研产出指标为科研立项、科研成果获奖、SCI、专著等13个指标。2、科研投入方面:中高级职称人员构成比逐年增高,博士学历人才引进数量呈下降趋势,外出进修和短期培训人数逐年增加,以参加国内进修和会议为主,物力和财力投入均呈现上升趋势;3、科研产出方面:科研各项产出在数量和质量上均呈现上升趋势,其中2008年首次获得国家级项目,2012和2015年分别获得国家自然科学基金重点项目,2014年科研成果首次获得省级一等奖两项;4、采用相关性分析得知各科研投入指标与科研产出呈正相关,从多元回归统计结果得知,科研产出的主要影响因素是科研人员、人才引进、科研经费投入、科研奖励四个方面。[结论]1、医院科研整体发展态势良好,科研投入不断加强,科研产出逐年增加;2、科研投入和产出具有高相关性,增大投入科研有效提高科研产出;3、科研人员、人才引进、科研经费投入、科研奖励是影响医院科研产出的主要科研投入因素,应优化科研资源投入;4、高学历科研人才缺乏,特别是博士学位人才;5、科研产出水平深度和广度不高,科研转化能力不足;6、科研人员水平两极分化明显,科研意识有待进一步提高;7、未建立有效的科研投入产出绩效评价制度,科研活动缺乏客观评价。
[Abstract]:[objective] to review the input and output of hospital scientific research from 2006 to 2015, analyze the factors that may affect the scientific research output, and provide reference and decision basis for the development of hospital scientific research. [methods] A third Class A Hospital in Yunnan Province was used as the research site to determine the related indexes of scientific research input and output, and to collect the relevant data of scientific research input and output from 2006 to 2015 by the method of combining quantitative and qualitative research. By interviewing scientific research managers and researchers, the correlation and influencing factors of hospital scientific research output were analyzed by multiple linear regression statistical method. Results: 1. The indexes of scientific research input were 7 indexes, such as scientific research personnel, laboratory area and scientific research reward. The index of scientific research output is the establishment of scientific research, the award-winning SCI, the monograph, etc. 13 indexes. 2. In terms of scientific research input, the composition ratio of middle and senior professional titles is increasing year by year, and the number of people with doctorate degrees is decreasing. The number of people going out for further study and short-term training has been increasing year by year, mainly to participate in domestic studies and conferences. The material and financial input has been on the rise. In terms of scientific research output, the quantity and quality of various scientific research outputs have shown an upward trend. In 2008, the first national project was won by the National Natural Science Foundation in 2012 and 2015, and the first provincial first prize was awarded in 2014. The correlation analysis shows that there is a positive correlation between the scientific research input index and the scientific research output. The results of multiple regression statistics show that the main influencing factors of scientific research output are scientific research personnel, the introduction of talents, the investment of scientific research funds, and the reward of scientific research. [conclusion] 1. The overall development of scientific research in hospitals is good, the input of scientific research is continuously strengthened, the output of scientific research is increased by 2% year by year, the input and output of scientific research are highly correlated, the increase of input in scientific research can effectively improve the scientific research output and the introduction of scientific research personnel and talents. The investment of scientific research funds and awards are the main factors that affect the scientific research output of hospitals. We should optimize the input of scientific research resources, lack of scientific research talents with high academic qualifications, especially for doctoral degree talents, and the level of scientific research output is not high, the depth and breadth of scientific research output are not high. The ability of scientific research transformation is not enough, the level of scientific research personnel is polarized obviously, the consciousness of scientific research needs to be further improved, the effective evaluation system of scientific research input-output performance has not been established, and the objective evaluation of scientific research activities has not been established.
