基于平衡计分卡的护理单元绩效评价指标体系构建与实证研究

【摘要】:目的:(1)以平衡计分卡理论为基础构建科学的护理单元绩效评价指标体系。(2)运用所构建的指标体系对样本医院护理单元绩效应用加权TOPSIS法进行实证分析,为护理单元的绩效评价工作提供决策依据。方法:(1)文献研究法。通过文献检索了解“平衡计分卡”、“绩效评价”、“绩效管理”等核心概念,了解目前国内外平衡计分卡理论在护理绩效管理方面的应用情况等。(2)德尔菲专家咨询法。通过专家对指标的重要性赋值来筛选绩效评价指标,直到专家的意见趋于一致。(3)层次分析法。通过构建判断矩阵并通过一致性检验来确定各维度指标的权重。(4)加权TOPSIS法。应用加权TOPSIS法对样本医院护理单元绩效进行综合评价,与护理单元实际情况相比较,验证本研究评价方法的可行性。结果:(1)构建了基于平衡计分卡的护理单元绩效评价指标体系,包括4个一级指标,11个二级指标,38个三级指标。明确各评价指标的评价标准,将所有指标进行量化,从而能够定量的去评价护理绩效工作,使评价结果更加精准。(2)4个一级指标的权重排序结果为:内部流程(0.3462)、顾客(0.3462)、学习与成长(0.2094)、财务(0.0982)。(3)采用加权TOPSIS法对样本医院护理单元绩效进行综合评价,与医院护理单元实际情况相符。结论:(1)通过对“平衡计分卡”、“绩效评价”、“绩效管理”等核心概念的了解,明确平衡计分卡各维度的具体内容,通过两轮专家咨询构建了护理单元绩效评价指标体系,确定了各级指标的权重。咨询结果表明所构建的护理单元绩效评价指标体系是可信的,可操作性较强。(2)基于加权TOPSIS法的评价结果与各护理单元实际情况基本相符,评价结果能够为护理单元绩效评价工作提供参考依据。
[Abstract]:Objective: to construct a scientific index system of nursing unit performance evaluation based on balanced scorecard theory. To provide decision basis for performance evaluation of nursing unit. Methods the method of literature research. The key concepts of "balanced scorecard", "performance evaluation" and "performance management" were studied through literature retrieval, and the current application of balanced scorecard theory in nursing performance management at home and abroad, etc. The experts assign the importance of the indicators to select the performance evaluation indicators until the expert opinion tends to be consistent with the Analytic hierarchy process (AHP). The weighted TOPSIS method is used to determine the weight of each dimension index by constructing the judgment matrix and checking the consistency. The method of weighted TOPSIS was used to evaluate the performance of nursing unit in the sample hospital, and compared with the actual situation of nursing unit, the feasibility of the evaluation method was verified. Results: 1) A system of nursing unit performance evaluation based on balanced scorecard was constructed, including 4 first-degree indicators, 11 second-level indicators and 38 third-level indicators. The evaluation criteria of each evaluation index are defined, and all the indicators are quantified, so that the nursing performance can be evaluated quantitatively. To make the evaluation results more accurate, the weight ranking results of the four primary indexes were as follows: internal process 0.3462, customer 0.3462, learning and growth 0.2094, finance 0.09820.3) the comprehensive evaluation of the performance of nursing unit in the sample hospital was carried out by using weighted TOPSIS method. It is consistent with the actual situation of hospital nursing unit. Conclusion: through the understanding of the core concepts of "balanced scorecard", "performance evaluation" and "performance management", the specific contents of each dimension of balanced scorecard were clarified, and the evaluation index system of nursing unit performance was constructed through two rounds of expert consultation. The weight of indicators at all levels is determined. The results of consultation showed that the evaluation index system of nursing unit performance was credible and feasible. The evaluation results based on weighted TOPSIS method were basically consistent with the actual situation of each nursing unit. The evaluation results can provide a reference for the evaluation of nursing unit performance.
