广东省水利基础设施投资绩效评价及其影响因素研究

【摘要】：随着我国工业化和城镇化进程的加快,水利作为影响国民经济发展的重要因素,在人类生产生活中的保障作用愈发明显。科学合理地建设水利基础设施,使之更好地进行资源优化配置,实现趋利避害,任重而道远。认真落实水利基础设施建设资金使用,也是我们需要长期坚持的一项系统工程。广东省作为我国经济发展和改革开放的前沿,其经济社会的发展对于水利基础设施有着重要依赖。因此,对广东省水利基础设施投资绩效进行测度及科学评价,分析其影响因素,不仅有利于增加政府对水利基础设施投资的决策能力,而且对推动广东省经济发展、优化产业结构、提高人民生活水平具有理论和实践双重意义。本文以基础设施理论、投资理论、绩效评价理论等为基础,分析了广东省水利基础设施投资绩效评价及其影响因素。针对分析结果,提出提升广东省水利基础设施投资绩效的建议。论文的大体结构为:第一章为绪论。对水利基础设施投资领域的背景和意义进行了概述,并简要说明论文的主要内容;第二章为理论基础。界定了水利基础设施投资绩效的相关概念及理论;第三章为广东省水利基础设施投资绩效的现状分析。分析了广东省水利基础设施建设、投资和投资效益现状以及目前水利基础设施投资存在的主要问题;第四章为广东省水利基础设施投资绩效评价。运用DEA-BCC模型和DEA-Malmquist指数相结合的方法,对广东省21个城市2008-2014年水利基础设施投资绩效进行静态和动态评价,进而客观分析其投资绩效发展态势、动态演进特征和TFP指数等情况。研究结果表明:(1)从总体上看,广东省水利基础设施投资绩效呈现稳定增长态势,但仍具有提升空间。(2)地区范围内呈现“珠三角地区领先、粤西粤东地区追赶,粤北地区发展”的整体态势。(3)相较技术创新能力而言,管理水平低下是导致投资绩效不足的主要原因。第五章为广东省水利基础设施投资绩效的影响因素分析。选取5个影响投资绩效的变量,运用因果分析法中的线性回归模型,对其对全要素生产率的影响方向和程度进行分析。研究结果表明:(1)不同产业对水利基础设施投资绩效的影响差异较大。(2)地方政府财政收入对水利基础设施投资绩效影响不显著,而金融机构储蓄存款情况对其具有正向效应。(3)城镇化水平越高,城镇化进程越快,对投资绩效的影响越大。第六章为提升广东省水利基础设施投资绩效的建议。
[Abstract]:With the acceleration of industrialization and urbanization in China, water conservancy, as an important factor affecting the development of national economy, plays a more and more important role in the production and life of human beings. Scientific and reasonable construction of water conservancy infrastructure, making it better to optimize the allocation of resources, to achieve advantages and avoid harm, heavy and long way to go. It is also a system project that we need to adhere to for a long time. Guangdong Province is the front line of China's economic development and reform and opening up, its economic and social development has an important dependence on water conservancy infrastructure. Therefore, the measurement and scientific evaluation of the investment performance of water conservancy infrastructure in Guangdong Province and the analysis of its influencing factors will not only increase the decision-making ability of the government to invest in water conservancy infrastructure, but also promote the economic development of Guangdong Province. Optimizing the industrial structure and improving the people's living standards have both theoretical and practical significance. Based on infrastructure theory, investment theory and performance evaluation theory, this paper analyzes the performance evaluation and its influencing factors of water conservancy infrastructure investment in Guangdong Province. According to the analysis results, the paper puts forward some suggestions to improve the investment performance of water conservancy infrastructure in Guangdong province. The main structure of the thesis is as follows: the first chapter is the introduction. The background and significance of investment in water conservancy infrastructure are summarized, and the main contents of the paper are briefly explained. Chapter two is the theoretical basis. The related concepts and theories of investment performance of water conservancy infrastructure are defined, and the third chapter is the analysis of the present situation of investment performance of water conservancy infrastructure in Guangdong province. This paper analyzes the present situation of water conservancy infrastructure construction, investment and investment benefit in Guangdong Province, and the main problems existing in water conservancy infrastructure investment at present. Chapter four is the performance evaluation of water conservancy infrastructure investment in Guangdong Province. By using the method of DEA-BCC model and DEA-Malmquist index, this paper evaluates the investment performance of water conservancy infrastructure in 21 cities of Guangdong Province from 2008 to 2014, and then analyzes objectively the development situation, dynamic evolution characteristics and TFP index of the investment performance of 21 cities in Guangdong Province. The results show that the overall performance of investment in water conservancy infrastructure in Guangdong Province shows a steady growth trend, but there is still room for improvement. "the Pearl River Delta region leads the way, and the western Guangdong region catches up with the eastern part of Guangdong Province," the research results show. Compared with the ability of technological innovation, the low management level is the main reason for the lack of investment performance. The fifth chapter is the factor analysis of investment performance of water conservancy infrastructure in Guangdong province. Five variables affecting investment performance are selected and the direction and extent of their influence on total factor productivity are analyzed by using the linear regression model in causality analysis. The results show that the effect of different industries on the investment performance of water conservancy infrastructure is quite different. (2) the local government revenue has no significant effect on the investment performance of water conservancy infrastructure. The higher the level of urbanization, the faster the process of urbanization and the greater the impact on investment performance. The sixth chapter is the suggestion to improve the investment performance of water conservancy infrastructure in Guangdong province.
