【摘要】:正随着国家"创新驱动"发展战略的实施,科技评价在创新中的引导、规范和保障性需求愈发强烈,"双刃剑"的利弊两面性影响更加突出,特别是因为评价本身的固有缺陷而导致的负面效应,极易被放大且造成重大影响。"唯SCI论"~([1])、"急功近利"和学术不端行为频发等不良现象,引发了公众对现行评价方法、结果和导向的质疑。遵循科技创新规律,贴近科学研究活动,引导研究回归本质,已成为科研绩效评价改革的指导思想和终极目标。20世纪80年代,随着管理学理论研究和实践进展,分类评价逐渐在欧美发达国家兴起并迅速受到广泛关
[Abstract]:With the implementation of the national "innovation-driven" development strategy, the demand for guidance, standardization and support of scientific and technological evaluation in innovation has become increasingly strong, and the advantages and disadvantages of "double-edged sword" have become more prominent. In particular, the negative effects resulting from the inherent defects of the evaluation itself can easily be amplified and have a significant impact. " The bad phenomena such as "SCI theory" ([1]), "eager for quick success" and frequent academic misconduct have aroused the public's doubts about the current evaluation methods, results and guidance. Following the laws of science and technology innovation, close to scientific research activities, guiding research back to the essence, has become the guiding ideology and ultimate goal of scientific research performance evaluation reform in the 1980s, with the development of management theory research and practice. Classification Evaluation has gradually risen in developed countries in Europe and America and has been widely concerned.
