长春市市直部门绩效考评优化研究

【摘要】:政府绩效考评作为一种创新型的政府管理工具,具有指导、规范和监督功能,能够促进政府绩效水平的提高,为促进我国政府组织管理能力建设创造动力。2000年以来,我国政府绩效考评研究已日渐成熟和完善,考评主体开始注重多元化,考评指标体系也不断完善,实现了考评工具和考评手段的创新。同时,一些城市也纷纷探索了符合当地实际的绩效考评模式,成效比较显著,为增强政府活力创造了条件。长春市人民政府对绩效考评的实践探索相对较晚,但发展速度较快。文章以长春市市直部门为研究对象,从市直部门绩效考评的现状入手,详细分析了市直部门绩效考评的基本情况,并指出了其在多元主体、考评机构、考评流程、考评指标体系和考评结果运用等方面取得了初步的实践成效。然而,市直部门绩效考评依然存在数据源欠缺全面、考评指标科学性仍需加强、社会评价影响力度不够、考评过程不规范和考评结果公开程度低的问题,产生这些问题的原因主要体现在绩效观念、考评主体、考评制度和法制建设等方面。因此,文章综合分析了杭州模式、北京模式和厦门思明区模式的经验和启示,并在此基础上提出了优化长春市市直部门绩效考评的具体策略,希望长春市将公共价值贯穿于绩效考评的全过程,兼顾社会参与和政治支持,从考评主体、考评制度和法制建设三大方面入手,推动政府绩效考评的可持续发展,从而为提高长春市政府的综合绩效水平奠定基础。
[Abstract]:As an innovative government management tool, government performance evaluation has the functions of guidance, regulation and supervision, which can promote the improvement of government performance, and create a motive force for promoting the capacity building of government organization management in China since 2000. The research of government performance evaluation in our country has matured and perfected day by day. The main body of evaluation has begun to pay attention to diversification, and the evaluation index system has been improved constantly, which has realized the innovation of evaluation tools and means. At the same time, some cities have also explored the performance evaluation model which is in line with the local reality, and the results are remarkable, creating conditions for strengthening the government vitality. Changchun Municipal people's Government to the performance appraisal practice exploration is relatively late, but the development speed is relatively fast. This article takes Changchun City Department as the research object, starting with the current situation of the performance appraisal of the City Direct Department, analyzes in detail the basic situation of the performance Evaluation of the City Direct Department, and points out the basic situation of the performance Appraisal of the City Direct Department, and points out that it is in the pluralistic subject, the appraisal organization, the appraisal process. The evaluation index system and the application of evaluation results have achieved preliminary practical results. However, there are still some problems such as lack of comprehensive data sources, scientific evaluation index, insufficient impact of social evaluation, non-standard evaluation process and low openness of evaluation results. The main reasons for these problems are performance concept, evaluation subject, appraisal system and legal system. Therefore, the article synthetically analyzes the experience and inspiration of Hangzhou model, Beijing model and Xiamen Siming district model, and then puts forward the concrete strategies to optimize the performance evaluation of Changchun City's direct department. It is hoped that Changchun will run public value through the whole process of performance appraisal, give consideration to social participation and political support, and start from three aspects: the subject of evaluation, the evaluation system and the construction of legal system, so as to promote the sustainable development of government performance appraisal. So as to improve the level of comprehensive performance of Changchun municipal government laid the foundation.
