余姚市基层供销合作社功能定位及对策研究

【摘要】:供销合作社是我国计划经济时期产生的特殊机构,曾为农村市场的发展和繁荣做出了一定的贡献。它在“三农”问题中扮演着多重角色,既具有政府层面的统帅性,积极引导“三农”的发展,但同时也以政府和农民传输信息的纽带的形式存在。但是,角色的多样性也有一定的弊端,其表现在,会出现对自我角色认定的模糊性,从而导致在功能和服务上不能做到最优化。而各级政府也对此做出了努力,以各种形式对供销合作社的社会地位和发展进行扶持,但是绩效平平。从发展的实际情况可知,“三农”和供销合作社的发展具有相互性。“三农”是供销合作社得以发展的重要保障,而供销合作社是促进“三农”经济发展的中坚力量。供销合作社对农民、农业、农村的经济发展具有不可磨灭的积极意义,基层供销合作社即使是对市场经济辐射不到的经济发展较弱的农村地区,也具备同质同量的服务性质和水平。但是倘若不注重基层供销合作社的发展,就会导致“三农”经济的低落,影响其前进的脚步。本文首当其冲是在回顾供销合作社的历史进程的基础上,剖析目前农民、农业、农村所面临的新形势。其次,利用对比剖析的方式,将日本、韩国、中国台湾等东亚地区的供销农村合作社进行了深刻的分析,并从中汲取和借鉴其在自治与独立原则方面、支持发展和法律保障方面、民主管理方面的先进经验。最后,将余姚市基层供销合作社作为“试验小白鼠”,对其农民、农业、农村经济的发展中基层供销合作社是否存在自我角色认定模糊、职责目标不明确的问题,能否适应现今经济发展的新形势做出研究,重点从合作协调管理理念以及组织机构体制、法律制度等角度进行深入剖析,针对发展中产生的不足制定出相应的解决方案、提供可行性的对策。
[Abstract]:Supply and marketing cooperative is a special institution in planned economy period of our country, which has made a certain contribution to the development and prosperity of rural market. It plays many roles in the issue of "agriculture, countryside and farmers". It not only has the command of government level and actively guides the development of "agriculture, countryside and farmers", but also exists in the form of a link between the government and farmers to transmit information. However, the diversity of roles also has some drawbacks, which is shown in the fuzziness of self-role recognition, which leads to the inability to optimize the function and service. Governments at all levels have also made efforts to support the social status and development of supply and marketing cooperatives in various forms, but their performance is mediocre. From the actual situation of development, the development of agriculture, rural areas and supply and marketing cooperatives has mutual. "San Nong" is an important guarantee for the development of supply and marketing cooperatives, and supply and marketing cooperatives are the backbone of promoting the economic development of "agriculture, rural areas and farmers". Supply and marketing cooperatives have an indelible positive significance for the economic development of peasants, agriculture and rural areas. Also has the same quality and the same quantity of service nature and level. However, if we do not pay attention to the development of grass-roots supply and marketing cooperatives, it will lead to the economic depression of agriculture, rural areas and farmers, which will affect the pace of its progress. On the basis of reviewing the historical process of supply and marketing cooperatives, this paper analyzes the new situation that farmers, agriculture and rural areas are facing. Secondly, by means of comparative analysis, the supply and marketing rural cooperatives in East Asia, such as Japan, South Korea, China and Taiwan, are deeply analyzed, and the principles of autonomy and independence are drawn from and used for reference. Advanced experience in democratic management in support of development and legal safeguards. Finally, taking Yuyao grass-roots supply and marketing cooperative as "experimental mouse", the question whether the grass-roots supply and marketing cooperative in the development of farmers, agriculture and rural economy has fuzzy self-roles and unclear duty objectives, Whether or not we can adapt to the new situation of economic development today, focusing on the concept of cooperation and coordination management, organizational system, legal system, etc., to make a corresponding solution to the deficiencies arising from the development. Provide feasible countermeasures.
