加强政府绩效管理治理“为官不为”的举措探讨

【摘要】：随着全面从严治党和反腐倡廉建设的不断推进,我国公务员腐败问题得到一定程度的遏制,"乱作为"的现象逐步减少,但"为官不为"问题却日趋严重,引起了社会各界的广泛关注。公务员"为官不为"的表现形式多种多样,原因也是多方面的,但主要是由于个人素质不高和体制机制不健全造成的。政府绩效管理制度不健全是"为官不为"的一个重要原因,加强政府绩效管理、完善政府绩效管理制度是治理"为官不为"的重要举措。具体而言,包括理顺绩效管理领导体制,全面公开绩效管理信息,科学设计绩效考核指标,优化绩效评估主体结构,健全绩效结果运用机制。
[Abstract]:With the development of strict administration of the Party and the construction of anti-corruption, the problem of corruption of civil servants in our country has been restrained to a certain extent, and the phenomenon of "misbehavior" has been gradually reduced, but the problem of "not acting as officials" has become more and more serious. Has caused the widespread concern of the society from all walks of life. There are various forms of expression of civil servants'"not acting as officials", and the reasons are also various, but mainly due to the imperfection of personal quality and institutional mechanism. The government performance management system is not perfect is an important reason for "not for the official", strengthen the government performance management, perfect the government performance management system is the important measure of governance "not for the official". Specifically, it includes straightening out the leadership system of performance management, making performance management information public, scientifically designing performance appraisal indexes, optimizing the main structure of performance evaluation, and perfecting the performance result application mechanism.
