河南省农信联社绩效考核优化研究

【摘要】:农村信用社,又称农商银行,是我国金融行业的重要组成部分。农村信用社自成立以来就在促进农村经济发展、推动“三农”政策落实等方面有着非常关键的作用。近年来,在国内外日新月异的环境中,金融行业内部企业之间的竞争变得十分愈发激烈。目前,农信社在这种大环境下主要面临两方面的挑战:一个是要不断进行改革以适应全球化趋势和社会各界的监管要求;另一个是在对人才的需求不断增加和人才不断流失的严峻形势下,如何更好地吸引并留住高素质人才。在应对这些挑战的过程中,绩效管理的优势越来越明显,加强人力资源管理,有助于提高农信社的综合实力。然而,我国农信社的绩效管理还不成熟,需要在现有管理体系上进行改进以解决目前存在的一系列问题。本文主要采用文献综述法、比较分析法,通过梳理前人在绩效管理优化领域的研究成果,并以绩效相关理论为支撑,分析探讨了河南省农村信用联社的绩效考核现状及员工的满意程度。并通过调查问卷的方式进一步了解目前省农信联社的绩效考核体系中存在的问题。在对这些问题进行深入探讨的基础上,借鉴已有的考核方法和先进的管理模式,并结合河南省农村信用联社自身的特点,在已有的河南省农信联社绩效考核体系的基础上对其整体框架进行了重新设计,进而介绍了绩效考核方案的具体实施评价和相关保障措施,从而实现绩效考核体系的优化。随着改革开放的逐步深入,在借鉴国外绩效管理成功经验的同时,我国学者也开始结合我国国情和企业特点探索适合我国企业发展的人力资源管理体系,本文在前人的研究基础上,具体结合了河南省农村信用社联合社具体案例进行绩效考核体系优化,丰富了已有文献。同时,河南省农信联社要不断的巩固和发展其在农村金融体系中的优势地位,吸引并留住高素质人才,提高自身的市场竞争能力,就必须从体制上进行改革,优化绩效考核体系。本文借鉴国内外先进的绩效考核模式,提出了河南省农信联社绩效考核调整的思路和具体办法,在一定程度上可以对省农信联社的后续绩效考核体系的优化改革提供借鉴和参考意义,同时对同行业的企业绩效考核体系的构建和完善也具有一定借鉴意义。
[Abstract]:Rural credit cooperatives, also known as agricultural and commercial banks, is an important part of our financial industry. Rural credit cooperatives have played a key role in promoting rural economic development and promoting the implementation of the "three rural areas" policy since its establishment. In recent years, in the rapidly changing environment at home and abroad, the competition between enterprises in the financial industry has become increasingly fierce. At present, rural credit cooperatives are faced with two main challenges in this environment: one is to continuously carry out reforms to adapt to the trend of globalization and the requirements of supervision from all walks of life; The other is how to attract and retain high-quality talents better under the severe situation of increasing demand for talents and continuous loss of talents. In the process of dealing with these challenges, the advantages of performance management are more and more obvious. Strengthening human resource management is helpful to improve the comprehensive strength of rural credit cooperatives. However, the performance management of rural credit cooperatives in China is not mature, so we need to improve the existing management system to solve a series of problems. This paper mainly uses literature review method, comparative analysis method, through combing the previous research results in the field of performance management optimization, and based on the performance related theory as the support, This paper analyzes and discusses the present situation of performance appraisal and the degree of satisfaction of employees in Henan Rural Credit Union. And through the way of questionnaire to further understand the problems in the performance appraisal system of provincial agricultural credit union. On the basis of the deep discussion of these problems, this paper draws lessons from the existing assessment methods and advanced management models, and combines the characteristics of Henan Rural Credit Union. On the basis of the existing performance appraisal system of Henan Rural Credit Union, this paper redesigns its whole framework, and then introduces the concrete implementation evaluation and relevant safeguard measures of the performance appraisal scheme, so as to realize the optimization of the performance appraisal system. With the deepening of reform and opening up, while learning from the successful experience of foreign performance management, Chinese scholars have begun to explore a human resource management system suitable for the development of Chinese enterprises. On the basis of previous studies, this paper combines the specific cases of Henan Rural Credit Cooperatives to optimize the performance appraisal system, which enriches the existing literature. At the same time, in order to continuously consolidate and develop its dominant position in the rural financial system, attract and retain high-quality talents, and improve its market competitiveness, Henan Rural Credit Union must carry out institutional reforms. Optimize performance appraisal system. Based on the advanced performance appraisal model at home and abroad, this paper puts forward the train of thought and concrete methods for the adjustment of performance appraisal in Henan Rural Credit Union. To a certain extent, it can provide reference and reference for the optimization and reform of the follow-up performance appraisal system of provincial agricultural credit union, at the same time, it has certain reference significance to the construction and improvement of the enterprise performance appraisal system in the same industry.
