标准驱动的美国体育教师教育质量动态保障体系研究

【摘要】:美国在体育教师专业标准的研制和实施方面起步较早,其体育教师专业的评价体系由3大全国性的教师专业标准构成:全国教师教育认证委员会(National Council For The Accreditation of Teacher Education,简称NCATE)、州际新教师评估与支持联合会(Interstate New Teacher Assessment and Support Consortium,简称INTASC)和全国教师专业教学标准委员会(National Board for Professional Teaching Standards,简称NBPTS)。对美国目前最新版的NCATE标准(2008版)、INTASC标准(2013版)和NBPTS标准(2013版)进行翻译,并结合国内、外研究成果进行分析发现,美国3个标准的制定机构注重标准之间的衔接与协同,注重与各州政府之间的合作,将体育教师教育机构认证、新教师执照获取、高级体育教师资格评定3方面的功能相互协同;3个标准基于绩效评价的共同理念,突出专业人士的主体作用,重视不同利益方的关联,形成了一个动态体系,对我国体育教师教育标准的研制有较高的借鉴价值。
[Abstract]:The United States started early in the development and implementation of professional standards for physical education teachers. The evaluation system of PE teachers' specialty is composed of three national professional standards: the National Committee of teacher Education Accreditation (Council For The Accreditation of Teacher Education,), the Interstate New Teacher Assessment and Support Consortium, of the Interstate New teacher Evaluation and support Federation. In short, Board for Professional Teaching Standards,) and the National Committee of Professional Teaching Standards for Teachers (NBPTSU). We have translated the latest version of the NCATE Standard (2008) and the NBPTS Standard (2013), and combined with the domestic and foreign research results, we find that the three standard-setting organizations in the United States pay attention to the convergence and synergy between the standards. Focusing on cooperation with the state governments, the three functions of PE teacher education institution certification, new teacher license and senior PE teacher qualification evaluation are synergistic, and the three standards are based on the common concept of performance evaluation. Highlighting the main role of the professionals and attaching importance to the relationship between different stakeholders, a dynamic system has been formed, which has a high reference value for the development of the standard of physical education teachers in China.
