【摘要】：公务员绩效考核评估是世界各国研究的重要课题之一,是政府绩效评估的重要组成部分。在我国,乡镇是最低一级的行政机构,乡镇领导干部是公务员队伍中最基层、最前沿的领导者和管理者。对乡镇领导干部绩效考核体系进行优化完善,有利于进一步促进乡镇领导干部绩效考核的规范化、制度化、科学化,有利于进一步激发乡镇领导干部队伍的整体活力,有利于进一步树立正确的选人用人导向,营造浓厚的干事创业氛围。本文以泰州市姜堰区乡镇领导干部绩效考核体系为研究对象,以绩效管理理论、公共组织理论、激励理论等为主要理论依据,以360度绩效考核法、量表法、专家评估法、层次分析法等为主要技术手段,以构建乡镇领导干部绩效考核指标体系为重点目标,在深入分析泰州市姜堰区乡镇领导干部绩效考核体系现状的基础上,找出现行绩效考核体系存在的主要问题,并针对存在问题,从健全多元化考核主体、设计绩效考核指标体系、科学设定绩效考核指标权重、有效运用绩效考核结果等方面,提出了泰州市姜堰区乡镇领导干部绩效考核体系的优化路径。构建绩效考核指标体系是优化路径设计的重点内容,也是本文的主要特色。绩效考核指标体系以实绩考核、民主测评、民意调查三项内容为关键指标,对乡镇领导干部进行多维度绩效考核,将定量考核的范围从实绩考核向民主测评、民意调查领域拓展,进一步提升了乡镇领导干部绩效考核的精度和维度,为准确、客观地考核乡镇领导干部工作实绩奠定了坚实基础。
[Abstract]:The performance assessment of civil servants is one of the most important subjects in the world and an important part of the government performance evaluation. In China, the township is the lowest level administrative organization, and the township leading cadres are the most grass-roots, most advanced leaders and managers in the civil service. The performance evaluation system for the township leaders is optimized. It is beneficial to further promote the standardization, institutionalization and scientification of the performance assessment of the township leading cadres, which is conducive to further stimulating the overall vitality of the team of leading cadres in villages and towns, and is conducive to further setting up a correct guidance for selecting and employing people and creating a strong atmosphere for the entrepreneurs to start a business. This article is based on the performance assessment of the leading cadres in the Jiangyan District of Taizhou. The system is the research object, taking the performance management theory, the public organization theory and the incentive theory as the main theoretical basis, and taking the 360 degree performance assessment method, the scale method, the expert evaluation method and the analytic hierarchy process as the main technical means, in order to construct the performance evaluation index system of the township leading cadres as the key target, and in depth analysis of the towns and villages in Jiangyan District of Taizhou city. On the basis of the present situation of the performance appraisal system of the leading cadres, the main problems existing in the performance appraisal system are found, and in view of the existing problems, the township leaders in Jiangyan District of Taizhou are proposed from the aspects of improving the main body of the assessment, designing the performance evaluation index system, setting up the weight of the performance evaluation indexes scientifically, and effectively applying the results of the performance examination. The key content of the optimization path design is to build the performance evaluation index system, and it is also the main feature of this article. The performance assessment index system is the key index of the three contents of the performance assessment, democratic evaluation and public opinion survey, and the multi-dimensional performance assessment of the township leading cadres will be evaluated quantitatively. From the performance appraisal to the democratic evaluation and the development of the public opinion survey field, the precision and dimension of the performance assessment of the township leading cadres have been further promoted, which laid a solid foundation for the accurate and objective assessment of the work performance of the township leading cadres.
