习近平政府形象思想研究

【摘要】：良好的政府形象是政府的重大资源和无形财富,它可以使政府拥有巨大的凝聚力、公信力和号召力,是政府作用有效发挥的前提条件。党的十八大以来,习近平虽在推进国家治理现代化进程中对政府形象建设作了诸多努力且已让公众得到更多获得感,然而,对比分析现实的政府形象与人民群众期待的政府形象仍存在较大差距。面对贪污腐败现象、部分体制机制不健全、部分制度不合理等这些亟需解决的问题,当务之急就是塑造持续良好的政府形象,确保中国在可持续发展的快车道上越走越远。总之,在复兴阶段,研究习近平的政府形象思想是非常必要的。本文正文部分尝试从习近平政府形象思想的形成条件、核心内容、塑造途径、价值意义四个方面分析习近平如何依据中国所处复杂世情和特殊国情继承和发展了马克思主义经典作家的无产阶级国家政权形象思想,做出相关政绩并塑造了新时期服务、法治、廉洁的政府形象,并分析习近平政府形象思想对我国政府形象重塑与改善的价值意义。第一章,绪论部分。绪论部分分析了研究背景、选题意义、文献综述、研究方法以及创新之处和不足之处。通过对政府形象、习近平政府形象理论、国家治理现代化思想和海外学者对“四个全面”战略思想的研究梳理了相关概念。第二章,分析习近平政府形象思想的形成条件。本文认为习近平政府形象思想的形成,一是来源于习近平总书记对中国优秀传统文化的继承和发扬;二是来源于习总书记对严峻世情的全面认识,以及他对国家治理现代化目标提出以后、改革遇到攻坚期这一复杂国情的深刻把握;最后还源于习近平总书记继承和发展马克思主义经典作家政府形象建设思想第三章,分析习近平政府形象思想的核心内容。本文依据政府形象的理念、行为与绩效这三大构成因素,梳理了习近平政府形象思想核心内容:把人民放在心中最高位置的价值理念,依法治国的政府行为准则,廉洁奉公的政府工作人员配置。另外,在全球化格局中,习近平深谙领导者形象与政府良好形象对凝聚人心与塑造民族自信的重要性,因而对开放合作的负责任大国形象也作出了探索。第四章,分析习近平塑造政府形象的主要途径。习近平通过诸多途径塑造政府形象,本章分析了习近平塑造政府形象的四个主要途径,即通过系统完善公共服务,建设服务政府;全面推进依法治国,建设法治政府;权力关进制度笼子,建设廉洁政府;推动全球治理,建设榜样政府。第五章,本人依据历史唯物主义的基本观点,对习近平政府形象思想作出评价。通过分析其特点,从而得出其对我们当下及未来政府形象建设的理论意义和指导意义。
[Abstract]:Good government image is the important resources and intangible wealth of the government. It can make the government have great cohesion, credibility and appeal, and it is the precondition for the government to play its role effectively. Since the 18th National Congress of the Party, although Xi Jinping has made many efforts to build the government image in the process of promoting the modernization of national governance and has made the public more aware of it, however, There is still a big gap between the realistic government image and the government image expected by the masses. In the face of corruption, some institutional mechanisms are not perfect, some systems are unreasonable and so on, the urgent task is to create a sustained good image of the government to ensure that China goes further and further in the fast track of sustainable development. In a word, it is necessary to study the government image of Xi Jinping in the stage of revival. The main part of this paper tries to form the conditions, core contents and ways of shaping the Xi Jinping government image thought. Four aspects of value significance analyze how Xi Jinping inherits and develops the proletarian state image thought of the classic Marxist writers according to the complex world situation and special national conditions of China, makes relevant achievements and shapes the service of the new period. Rule by law, clean government image, and analyze the value meaning of Xi Jinping government image thought to our country government image remoulding and improvement. Chapter one, introduction. The introduction analyzes the research background, significance, literature review, research methods, innovations and shortcomings. Through the research of the government image, Xi Jinping government image theory, the thought of national governance modernization and the overseas scholars' research on the "four comprehensive" strategic thoughts, this paper combs the relevant concepts. The second chapter, analyzes the formation condition of Xi Jinping government image thought. This article thinks that the formation of Xi Jinping government image thought comes from General Secretary Xi Jinping's inheritance and development of China's excellent traditional culture, and from General Secretary Xi's comprehensive understanding of the severe world situation. And after he put forward the goal of national governance modernization, the reform met with the complex national conditions in the period of attack. Finally, it was derived from the third chapter of General Secretary Xi Jinping's inheriting and developing the Marxist classic writer's government image construction thought. Analyze the core content of Xi Jinping government image thought. According to the concept of government image, behavior and performance, this paper combs the core content of Xi Jinping government image thought: the value idea of putting the people in the highest position in the heart, the government code of conduct of governing the country according to law. By analyzing its characteristics, the theoretical and guiding significance of the present and future government image construction is obtained.
