工商资本下乡与农业规模化生产稳定性研究

【摘要】：在国家政策激励下,大量工商资本通过流转农民土地直接进入农业生产环节,农业规模化生产迅速推广。规模化生产刚刚开始,工商资本却纷纷退租土地,农业规模化生产出现震荡。震荡发展的原因有:工商资本下乡并没有显著提高规模农业生产效率,工商资本下乡的快速推动造成农业生产成本急剧上升,产品销售困难,下乡工商资本的政治投机。消除农业规模化生产震荡发展隐患的措施包括:调整地方政府农业现代化的绩效考核指标,建立长效政府扶持政策避免工商资本投机,积极开拓海外市场保证经济作物收益的稳定性,适度进口保证粮食作物价格稳定,因地制宜地提升农业机械化水平。
[Abstract]:Under the encouragement of national policy, a large number of industrial and commercial capital directly enters the agricultural production link through the circulation of farmers' land, and the large-scale agricultural production is popularized rapidly. Scale production has just begun, industrial and commercial capital has retreated to land, agricultural scale production shocks. The reasons for the shock and development are: the industrial and commercial capital to the countryside has not significantly improved the scale of agricultural production efficiency, the rapid promotion of industrial and commercial capital to rural areas caused a sharp rise in agricultural production costs, product sales difficulties, rural industrial and commercial capital political speculation. The measures to eliminate the hidden dangers of the shock and development of large-scale agricultural production include: adjusting the performance evaluation indicators for the agricultural modernization of local governments, and establishing long-term government support policies to avoid speculation in industrial and commercial capital. We should actively develop overseas markets to ensure the stability of cash crop income, moderate import to ensure the stability of grain prices, and upgrade the level of agricultural mechanization according to local conditions.
