中国养老政策的演进与绩效

【摘要】：养老政策是政府在积极应对人口老龄化过程中为保障老年权益而制定的政策规范,对于完善养老服务和开展养老实践具有重要指导意义。1978年以来中国养老政策体系经历了初步创立、调整前行和快速发展三个阶段,呈现出从救助到服务、从一元到多元、从特殊到一般的发展导向。总的来看,目前中国已基本形成了完整的养老政策体系框架,老年权益得到了有力保障,养老服务产业发展迅速,养老服务质量也得到了有效提升,但在发展中还存在政策落实难、效力低、内容模糊、城乡统筹考虑不足等问题。对此,还需要引入精准化的发展理念,在可行性、系统性、针对性、协调性等方面做好顶层设计。
[Abstract]:The old-age policy is the policy norm that the government has formulated to protect the rights and interests of the elderly in the course of actively dealing with the aging population. Since 1978, China's pension policy system has gone through three stages, namely, initial establishment, adjustment and rapid development, from relief to service, from monism to pluralism. From special to general development direction. In general, at present, China has basically formed a complete framework of pension policy system, the rights and interests of the elderly have been guaranteed, the pension service industry has developed rapidly, and the quality of the old-age service has also been effectively improved. However, there are still some problems in the development, such as difficult implementation of policies, low effectiveness, vague content, inadequate consideration of urban and rural overall planning, and so on. Therefore, it is necessary to introduce the development concept of precision, and do the top level design well in the aspects of feasibility, systematization, pertinence, coordination and so on.
