黑龙江省高技术产业技术转移效率评价及提升策略研究

【摘要】:高技术产业是黑龙江省经济快速稳定发展的支柱,而技术转移是高技术产业技术创新、成果转化、产品市场化的重要过程。近年来由于政府对黑龙江省高技术产业发展的重视,使得黑龙江省高技术产业的投入水平快速提高,但与此同时,高投入-低产出的"粗放型"增长方式所带来的技术转移效率低下的问题却也日益显著。因此,提高黑龙江省高技术产业技术转移效率、改善高技术产业的发展环境并以此来带动黑龙江省的经济发展是必然的选择。本文在界定技术转移与高技术产业概念的基础上,分析了黑龙江省高技术产业技术转移现状。从投入与产出角度建立指标的评价体系。并且运用灰色关联分析法对投入指标与产出指标中关联系数较高的指标进行剔除。然后利用这组新的投入产出指标和相关统计年鉴中的统计数据,运用数据包络分析方法中的CCR模型,对我国28个省市的高技术产业技术转移效率进行测度,实证结果表明:在评价的5年历史数据中黑龙江省均为非DEA有效。在此基础上,利用投入产出的冗余模型对造成黑龙江省高技术产业技术转移效率非DEA有效的原因进行深入分析,分析结果表明:造成非DEA有效的最主要原因在于投入要素存在严重过剩问题。最后,选用Tobit回归模型进一步实证分析环境因素对黑龙江省高技术产业技术转移效率的影响,分析结果表明:政府科技活动拨款、市场结构与高技术产业技术转移效率呈显著负相关,市场规模、市场绩效和金融贷款与高技术产业技术转移效率呈显著正相关,而经济开放程度与高技术产业技术转移效率影响不显著。文章结尾,基于实证部分研究成果,针对黑龙江高技术产业技术转移效率改进提出若干对策:合理控制研究与开发投资的强度及使用效率;改进研发人才评价机制,提高效率;加大政府财政科技拨款,提高使用效率;提高科技成果转化能力,促进科技成果市场化,优化高技术企业环境,适度扩大产业规模,提高市场集中度。这些研究结论对于黑龙江政府制定高技术产业技术转移政策具有十分重要的参考价值和现实意义。
[Abstract]:High-tech industry is the pillar of rapid and stable economic development in Heilongjiang Province, and technology transfer is an important process of high-tech industry's technological innovation, transformation of achievements and marketization of products. In recent years, due to the importance attached by the government to the development of high-tech industries in Heilongjiang Province, the investment level of high-tech industries in Heilongjiang Province has increased rapidly, but at the same time, The inefficiency of technology transfer caused by high-input-low-output "extensive" growth mode is becoming more and more obvious. Therefore, it is an inevitable choice to improve the efficiency of high-tech industry technology transfer, improve the development environment of high-tech industry and promote the economic development of Heilongjiang Province. On the basis of defining the concepts of technology transfer and high-tech industry, this paper analyzes the present situation of high-tech industry technology transfer in Heilongjiang province. The evaluation system of indicators is established from the angle of input and output. And the grey correlation analysis method is used to eliminate the higher correlation coefficient between the input index and the output index. Then using the new input-output index and the statistical data in the relevant statistical yearbooks, using the CCR model in the data envelopment analysis method, the paper measures the efficiency of high-tech industry technology transfer in 28 provinces and cities in China. The empirical results show that all of the 5-year-history data of Heilongjiang Province are non-DEA effective. On the basis of this, using the redundant input-output model, the causes of non-DEA efficiency of high-tech industry technology transfer efficiency in Heilongjiang Province are analyzed deeply. The results show that the main reason for non-DEA efficiency lies in the serious surplus of input elements. Finally, the Tobit regression model is used to analyze the impact of environmental factors on the efficiency of high-tech industry technology transfer in Heilongjiang Province. The market structure has a significant negative correlation with the efficiency of high-tech industry technology transfer, and the market scale, market performance and financial loans have a significant positive correlation with the efficiency of high-tech industry technology transfer. But the economic opening degree and the high-tech industry technology transfer efficiency influence is not remarkable. At the end of the article, based on the empirical research results, some countermeasures are put forward to improve the efficiency of technology transfer in Heilongjiang high-tech industry: reasonably control the intensity and efficiency of investment in research and development, improve the evaluation mechanism of R & D talents, and improve efficiency. It is necessary to increase the government funds for science and technology, improve the efficiency of use, improve the ability to transform scientific and technological achievements, promote the marketization of scientific and technological achievements, optimize the environment of high-tech enterprises, appropriately expand the scale of industry, and improve the market concentration. These conclusions have very important reference value and practical significance for Heilongjiang government to formulate the policy of high-tech industry technology transfer.
