我国社会智库有效性的评价和提升策略研究

【摘要】:社会智库是我国特色新型智库的重要组成部分,也是我国体制内智库的重要补充和帮手。作为经费自筹、人事独立、利益中立的非体制内研究机构,社会智库以其独特的优势正在发挥越来越重要的作用。但和体制内智库相比,我国社会智库目前普遍存在影响力和认可度较低、独立性不强、管理水平不高、资金来源不稳定以及创新能力较弱等共性问题。本文认为,我国社会智库存在的以上问题,可以归结为有效性问题,即社会智库的有效性不足。有效性是我国社会智库竞争力和生存能力的重要体现,社会智库要想提升核心竞争力和生存能力,应当首先提升其有效性。因此,研究我国社会智库的有效性既可以弥补现有文献对智库研究的不足,也可以为我国社会智库的有效发展提供科学的参考依据。首先,本文通过文献研究和分析,对相关概念和内容进行了界定,并通过访谈和问卷调查的形式对我国社会智库有效性的影响因素进行分析、梳理和归纳,提炼出影响我国社会智库有效性的内外部关键影响因素,其中内部关键影响因素包括管理、影响力、多元化和创新等四个方面。然后,对四个方面的关键影响因素进行细化和分解,形成十六个具体的、可衡量的指标。其中,管理方面包括战略管理、组织结构管理、制度管理和经费管理等四个指标,影响力方面包括高层影响力、学术影响力、媒体影响力和国际影响力等四个指标,多元化方面包括服务方式多元化、经费来源多元化、绩效考核多元化和风险控制多元化等四个指标,创新方面包括信息化水平、知识产权保护、人员知识水平和创新环境和氛围等四个指标。在此基础上,本文构建了由四个一级指标和十六个二级指标组成的我国社会智库有效性的评价指标体系。然后,本文运用层次分析法确定了我国社会智库有效性评价指标体系的各指标权重,包括一级指标和二级指标的权重。其中,一级指标的权重大小依次为影响力、创新、多元化和管理,而影响力的权重值较高,接近其它三个指标权重之和。确定了权重后,本文运用模糊综合评价法对我国社会智库的有效性进行了评价,并得出具体的评价分值。通过评价分值可以看出,我国社会智库的总体有效性水平不高,位于一般和较好之间,有较大的提升空间。最后,结合我国社会智库有效性的评价结果,本文依次从管理、影响力、多元化和创新等构成评价指标体系的四个方面给出了提升我国社会智库有效性的策略和建议。另外,由于政治环境也是我国社会智库有效性的关键影响因素之一,社会智库作为非体制内智库,受政府的认可程度和政策的影响较大,因此本文从政府方面也给出了提升我国社会智库有效性的措施和对策。本文的创新之处体现在:1、关于社会智库有效性的研究,国内还没有相关的文献或研究内容。本文将我国社会智库的有效性作为研究内容,拓展了社会智库研究的内容与方向。2、本文综合运用文献研究法、问卷调查法、层次分析法和模糊综合评价法等多种研究方法,创造性地构建了我国社会智库有效性的评价指标体系,该体系对我国社会智库总体有效性的评价具有现实的实用价值。3、本文运用构建的有效性评价指标体系对我国社会智库的总体有效性进行了评价,得出了具体的评价结果,并根据总体评价结果,从管理方面、影响力方面、多元化方面、创新方面和政府方面给出了针对性的有效性提升策略,研究成果具有较强的实用性和创新性。
[Abstract]:The social think tank is an important part of the new type think tank in our country, and it is also an important supplement and helper in our country's internal think tank. As a self financing, independent, and neutral non institutional research institution, the social think tank is playing a more and more important role with its unique advantages. At present, the library has common problems of low influence and recognition, poor independence, poor management level, unstable source of funds and weak innovation ability. This paper holds that the above problems existing in our social think tank can be attributed to the problem of effectiveness, that is, the effectiveness of the social intelligence pool is insufficient. In order to improve the core competitiveness and survival ability of the social think tank, the effectiveness of the social think tank should be first promoted. Therefore, the study of the effectiveness of the social think tank in our country can not only make up for the shortage of the existing literature on the think tank, but also provide a scientific reference for the effective development of the social think tank in China. Through the literature research and analysis, this paper defines the related concepts and contents, and analyzes the influencing factors of the effectiveness of our social think tank through interviews and questionnaires, and summarizes the key factors that affect the effectiveness of the social think tank in China, including the key factors including management. Four aspects, such as influence, diversification and innovation. Then, the key factors of the four aspects are refined and decomposed to form sixteen concrete and measurable indicators. Among them, the management includes four indicators such as strategic management, organizational structure management, system management and fund management, and the influence includes high-level influence and academic influence. There are four indicators of influence, media influence and international influence, including diversification of service mode, diversification of funding sources, diversification of performance assessment and diversification of risk control, including four indicators, such as information level, intellectual property protection, human knowledge level and innovation environment and atmosphere. On this basis, this paper constructs the evaluation index system of the effectiveness of China's social think tank, consisting of four first level indicators and sixteen two level indicators. Then, this paper uses the analytic hierarchy process to determine the weight of each index system of the effectiveness evaluation index system of the social think tank in China, including the first grade and the weight of the two level index. The weight of the standard is in turn influence, innovation, diversification and management, and the weight value of the influence is high, which is close to the sum of the other three index weights. After determining the weight, this paper evaluates the effectiveness of our social think tank by fuzzy comprehensive evaluation method and obtains the specific evaluation value. Through the evaluation, we can see that, The overall effectiveness level of the national social think tank is not high, it is located between the general and the better, and there is a greater promotion space. Finally, this paper, in combination with the evaluation results of the effectiveness of our social think tank, gives the strategy of improving the effectiveness of the social think tank from four aspects, such as management, influence, diversification and innovation. In addition, as the political environment is one of the key factors affecting the effectiveness of the social think tank in China, the social think tank, as a non institutional think tank, is greatly influenced by the degree of approval and policy of the government. Therefore, this paper also gives the measures and Countermeasures to improve the effectiveness of our social think tank from the government. Now: 1, there is no relevant literature or research content about the effectiveness of the social think tank. This article extends the content and direction of the research of the social think tank as the content of the study of the social think tank in China. This paper uses the literature research method, the questionnaire survey method, the analytic hierarchy process and the fuzzy comprehensive evaluation method, and so on. In this way, the evaluation index system of the effectiveness of the social think tank in China is creatively constructed. The system has practical practical value.3 for the evaluation of the overall effectiveness of the social think tank in China. This paper evaluates the overall effectiveness of the social think tank in China by using the constructed effectiveness evaluation index system and obtains the specific evaluation results. And according to the overall evaluation results, from the management, influence, diversification, innovation and government aspects of effective promotion strategy, the research results have strong practicality and innovation.
