基于Total-Top论文引用均值的非线性分段评价体系研究

【摘要】:[目的/意义]设计一种以同一机构同学科领域的全部论文和顶级论文被引平均值为基准,体现激励原则,同时兼顾研究者整个学术生命周期,解决睡美人论文现象即延迟认可的科研绩效积分体系:引用均值非线性分段评价系统。[方法/过程]针对目前科研绩效主要依靠论文收录情况和期刊影响因子的现象,充分论证论文的影响力与期刊影响因子的弱相关性。以2016年某教育学学科排名为例,说明具有主观因素的同行、专家评议指标在修正客观指标的同时,也具有一定的局限性。利用知识图谱,分析相关的学术研究、单篇论文影响力与期刊评价的最新研究成果,最终归结为对被引频次的各种计算。最后以天津师范大学近10年的化学SCI论文为样本数据,设计分段公式。[结果/结论]论证得出三个非线性公式:(1)NLS_1=Ln[(Tot_pm+1)/Tot_pm]+[Ln(cc/Tot_pm)]/100-0.01;(2)NLS_2=Ln(cc/Tot_pm);(3)NLS_3=Ln(cc/Tot_pm)+(cc-Top_pm)/100;以及解决睡美人论文的计量公式: ∑ni=1NSL(P_i~(ct)( cc)) + ∑mi=1NSL(P_i~(ct)( cc))。
