政府购买服务支持事业单位改革:理据、意义、问题与对策

【摘要】：政府购买服务,是推动事业单位改革乃至行政体制改革、提升公共服务供给质量和水平的重要手段。其与事业单位改革的结合,通过市场机制的导入,在强化公益属性的同时促进了事业单位组织绩效与公共服务供给能力的提升。文章通过对我国政府购买服务与事业单位改革相关政策的梳理,阐释了政府购买服务支持事业单位改革的逻辑基础与意义。在总结分析我国各地改革推进情况、存在问题的基础上,分别从财政预算管理、完善市场环境、参与政府购买服务的模式、人事编制管理和监管保障五个方面对政府购买服务支持事业单位改革的实现对策进行设计。
[Abstract]:The government purchase service is an important means to promote the reform of the institutions and the administrative system and improve the quality and level of the supply of public services. The combination of the reform of the public service and the reform of the institutions, through the introduction of the market mechanism, has promoted the organizational performance and the improvement of the supply of public service at the same time. After combing the relevant policies of the government buying service and institution reform, this paper explains the logical basis and significance of the reform of the government purchase service support institutions. On the basis of summarizing and analyzing the situation of the reform and promoting in all parts of our country, we can improve the market environment and participate in the government purchase service on the basis of the financial budget management. Personnel management and supervision guarantee five aspects of the government's purchase of services to support the implementation of the reform of public institutions to design strategies.
