【摘要】： 随着我国行政管理体制改革的深化,政府绩效评估体系日益完善。公民参与政府绩效评估对政府信息公开有促进作用,对党风廉政建设有推动作用,公民参与政府绩效评估使我们创建和谐社会迈出了坚实的一步。本文将新公共管理理论、新公共服务理论引入到政府绩效评估中。新公共管理与新公共服务理论均要求公共管理主体由单一转向多元,这将使政府不再是公共管理的唯一主体,政府的管理理念、体制及运作均会发生相应的改变,政府将会更加注重与公众之间的合作,尊重人民群众的意愿,以公众利益为导向,发展以社会公众为中心的政府组织及公共政策,强调政府代表公共利益,强调公众参与,强调政府信息及公共政策的公开性,实现社会正义与社会公平。在这样的实践和理论背景下,本文以《我国地方政府绩效评估中的公民参与问题研究》为选题,试图以新公共管理理论与新公共服务理论为视角,探讨如何更好地促进政府绩效评估中的公民参与的实现。本文共分为七个部分。第一部分为绪论。介绍了论文的选题背景与研究意义、研究思路与研究方法、研究内容与框架结构、本文的创新点；第二部分为公民参与地方政府绩效评估的文献综述。从国外和国内两个方面对现有文献进行了梳理和评述：第三部分为公民参与地方政府绩效评估的理论依据及基本内涵。介绍了公民参与的三大理论依据和基本内涵；第四部分为我国公民参与地方政府绩效评估的动因及制约因素。分析了公民参与的具体动因和制约因素；第五部分为我国公民参与地方政府绩效评估的地位、特征及范围。考察了公民参与地方政府绩效考评的地位,总结了我国公民参与地方政府绩效评估的三大特征,阐释了我国公民参与地方政府绩效评估的广度和深度；第六部分为我国公民参与地方政府绩效评估的实现路径。从提升公民参与地方政府绩效评估的素质和能力、创造公民参与地方政府绩效评估的良好环境、完善公民参与地方政府绩效评估的制度保障三个方面提出了相应的对策建议；第七部分为结语及有待进一步探讨的问题。本文的创新点主要体现在三个方面：一是剖析了我国公民参与地方政府绩效评估的动因及其制约因素；二是界定了我国公民参与地方政府绩效评估的范围；三是指出了我国公民参与地方政府绩效评估的实现路径。
[Abstract]:With the deepening of the reform of the administrative system in China, the government performance evaluation system is becoming more and more perfect. Citizen participation in government performance evaluation has a promoting role in government information disclosure, has a role in promoting the construction of a clean and clean government, and the citizen participation in government performance evaluation has made a solid step for us to create a harmonious society. This paper will introduce the theory of new public management. The new public service theory is introduced to the government performance evaluation. Both the new public management and the new public service theory require the public management subject to be turned from single to pluralism, which will make the government no longer the only subject of public management. The government's management ideas, system and operation will change, and the government will pay more attention to the public. Cooperation, respect for the people's will, the public interest as the guidance, the development of public government organizations and public policies centered on the public, emphasizing the public interests of the government, emphasizing public participation, emphasizing the openness of government information and public policies, and realizing social justice and social fairness. Under such practical and theoretical background, this paper Taking the study of citizen participation in the performance evaluation of local government in China as a topic, this paper tries to explore how to promote the realization of citizen participation in the government performance evaluation with the perspective of new public management theory and new public service theory.
This article is divided into seven parts. The first part is the introduction. It introduces the background and significance of the topic, the research ideas and research methods, the content and frame structure, the innovation point of this article; the second part is the literature review of the citizen participation in local government performance evaluation. The literature has been combed from two aspects of foreign and domestic aspects. The third part is the theoretical basis and basic connotation of citizen participation in local government performance evaluation. The three theoretical basis and basic connotation of citizen participation are introduced. The fourth part is the motivation and restriction factors of Chinese citizen participation in local government performance evaluation. The specific motivation and restriction factors of citizen participation are analyzed; Fifth The part is the status, characteristics and scope of Chinese citizens' participation in local government performance evaluation. It examines the status of citizen participation in local government performance evaluation, summarizes three characteristics of Chinese citizens' participation in local government performance evaluation, explains the breadth and depth of Chinese citizens' participation in local government performance evaluation, and the sixth part is the citizens of our country. To participate in the implementation of local government performance evaluation, we put forward countermeasures and suggestions from three aspects: improving the quality and ability of citizen participation in local government performance evaluation, creating a good environment for citizen participation in local government performance evaluation and perfecting the system guarantee of local government performance evaluation. The seventh part is the conclusion and the conclusion. The question to be discussed further.
The innovation of this article is mainly embodied in three aspects: first, it analyzes the motivation and constraints of Chinese citizens' participation in local government performance evaluation; the two is to define the scope of Chinese citizens' participation in local government performance evaluation; and three, to point out the implementation path of Chinese citizens' participation in local government performance evaluation.
