基层公务员职务与职级并行:政策逻辑与推进对策

【摘要】:在县以下机关实行公务员职务与职级并行制度是基层公务员制度改革的重要举措。该制度的施行对于破解传统单轨制下公务员职务晋升困难、实现国家治理现代化、完善基层公务员激励机制具有重要意义。两年多的实践表明,这一制度确实发挥了一定的积极作用,但在具体实施中也存在独立完善的公务员职级晋升体系尚未建立、公务员职级晋升考核结果科学性不足、晋级工资使得县级政府财政负担骤增的问题。为深入贯彻落实这项制度,需要进一步优化制度顶层设计,并在基层公务员绩效考核机制、职级晋升监督机制、伦理道德建设、公共财政保障机制等方面不断优化和完善。
[Abstract]:It is an important measure to reform the basic civil service system to carry out the concurrent system of civil service and rank in the organs below county level. The implementation of this system is of great significance for solving the difficulties in the promotion of civil servants under the traditional mono-track system, realizing the modernization of national governance, and perfecting the incentive mechanism for grass-roots civil servants. The practice of more than two years shows that this system has indeed played a positive role, but there is also an independent and perfect civil service promotion system that has not yet been established, and the results of civil service rank promotion assessment are not scientific enough. Promotion of wages makes the county government financial burden increased sharply. In order to carry out this system, we need to optimize the top level design of the system, and optimize and perfect the performance appraisal mechanism, the rank promotion supervision mechanism, the ethics construction, the public finance guarantee mechanism and so on.
