南京市市级机关绩效管理研究
[Abstract]:The report of the 18th National Congress of the Communist Party of China calls for "innovating the way of administration, promoting government performance management, and promoting the scientific, standardized and institutionalized development of performance management". The government pays more and more attention to performance management. Government performance management is a new kind of administrative work, which is formed on the basis of drawing lessons from and absorbing the theory, practice and method of enterprise management performance. It is a comprehensive and systematic reform of administrative management system. It is also an important way to meet the new expectations of the people and improve the executive power and credibility of the government. This paper is based on the theory of key performance indicators, assisted by the balanced scorecard theory, combined with the advanced experience and practice of government performance management at home and abroad, to study the performance management of municipal authorities in Nanjing. At present, there are still some problems in the performance management of the municipal authorities in Nanjing, such as emphasizing the evaluation process, emphasizing the goal and the content, not recognizing the new concept of the performance management in thought, and the feedback utilization of the evaluation result is not enough, and so on. In view of this, this paper takes the problem as the direction, starts from the present situation of the performance management of the municipal authorities in Nanjing, through the literature research method, the comparative analysis method and the system analysis method and so on research means carries on the system analysis. This paper also analyzes and summarizes the practice of performance management at home and abroad, points out the development direction and optimization ways of performance management of municipal government in Nanjing, and puts forward some concrete innovative suggestions and practical suggestions combined with the actual operation.
