中科院近代物理研究所科研经费管理机制优化研究

【摘要】：为推进科技创新,国家不断加大财政科技投入力度。科研院所作为科学研究的中坚力量,获取的科研经费大幅增长,科研经费已成为科研院所最重要的经费来源,为科研活动的顺利开展提供了物质保障。科研经费管理作为科研管理工作的重要组成部分,贯穿于科研项目的立项、执行、结题验收的全过程中,其管理水平直接影响着科研质量与科研水平。因此,如何加强科研经费的管理,建立科学、有效的经费管理机制对保障科研院所多出成果、多出人才,提升科技创新能力具有十分重要的意义。本文详细阐述了中科院近代物理研究所科研经费管理机制的现状及问题,深入分析产生这些问题的原因,进而提出有效的优化科研经费管理机制的方案。首先,介绍了科研经费管理机制的内涵,介绍了预算管理理论、成本管理理论及绩效评价理论。其次,从科研项目申请、执行、结题验收方面阐述了科研经费管理机制的现状,揭示了研究所科研经费管理机制中存在的问题,并从国家宏观层面与研究所内部层面剖析了科研经费管理机制存在问题的成因。再次,结合研究所科研经费管理的实际,优化了科研经费管理机制的内容,即优化信息沟通机制、预算管理机制、成本核算机制、监督机制及绩效评价机制。最后,笔者从优化研究所科研经费管理的组织结构、完善经费管理制度及加强经费管理的宣传方面为经费管理机制的优化提供了保障措施。本文对中科院近代物理研究所科研经费的管理机制进行优化研究,旨在提高研究所科研经费管理能力,提高科研经费的使用效益,同时也对国内各类科研院所和高校的科研经费管理具有较强的借鉴和参考价值。
[Abstract]:To promote scientific and technological innovation, the state continues to increase financial investment in science and technology. As the backbone of scientific research, the research funds obtained by scientific research institutes have increased substantially, and scientific research funds have become the most important source of funds for scientific research institutes, which provides material guarantee for the smooth development of scientific research activities. As an important part of scientific research management, the management level of scientific research funds has a direct impact on the quality and level of scientific research. Therefore, how to strengthen the management of scientific research funds and establish a scientific and effective fund management mechanism is of great significance to ensure the scientific research institutes to produce more achievements, to increase the number of talents, and to promote the ability of scientific and technological innovation. This paper expounds in detail the present situation and problems of the management mechanism of scientific research funds in the Institute of Modern Physics of the Chinese Academy of Sciences, analyzes in depth the causes of these problems, and then puts forward an effective scheme for optimizing the management mechanism of scientific research funds. Firstly, it introduces the connotation of the management mechanism of scientific research funds, the theory of budget management, the theory of cost management and the theory of performance evaluation. Secondly, from the aspects of application, execution and acceptance of scientific research projects, this paper expounds the present situation of the management mechanism of scientific research funds, and reveals the problems existing in the management mechanism of scientific research funds in the research institutes. The causes of the problems in the management mechanism of scientific research funds are analyzed from the macro level of the state and the internal level of the institute. Thirdly, combining with the reality of research fund management, the paper optimizes the management mechanism of scientific research funds, that is, optimizing information communication mechanism, budget management mechanism, cost accounting mechanism, supervision mechanism and performance evaluation mechanism. Finally, the author provides the guarantee measures for the optimization of the fund management mechanism from the aspects of optimizing the organizational structure of the scientific research funds management, perfecting the funds management system and strengthening the propaganda of the funds management. In this paper, the management mechanism of the scientific research funds in the Institute of Modern Physics of the Chinese Academy of Sciences has been optimized in order to improve the management ability of the research funds of the institute and to improve the efficiency of the use of the research funds. At the same time, it has a strong reference and reference value for the management of scientific research funds in all kinds of research institutes and universities in China.
