乌鲁木齐市天山区社区卫生人才队伍建设研究

【摘要】:随着我国医药卫生体制改革的不断深入,全社会对医疗卫生服务的需求也在不断增长,医疗资源配置的不合理性日益突出,资源不足和浪费现象并存。卫生人才作为基层医疗最重要和最富活力的资源,其人才队伍建设情况关乎整个基层医疗服务的质量,是推动基层医疗服务可持续发展的关键因素。社区卫生人才是卫生服务系统的重要组成部分,也是城市卫生服务工作持续健康发展的基础与前提,加强社区卫生人才队伍建设不仅影响卫生事业的持续发展,也影响着提供卫生服务的数量和质量,对不断满足日益增长的基本医疗和公共卫生服务需求具有重要意义。本研究以乌鲁木齐市天山区社区卫生人才队伍为研究对象,在借鉴胜任力理论、激励理论的基础上,运用文献研究、问卷调查和深入访谈法,针对人员招聘、管理、培育和人员流动情况,发现问题,分析原因,为进一步完善天山区社区卫生人才队伍建设提供有益对策。通过对调研结果进行综合分析,发现天山区社区卫生人才队伍建设主要存在以下问题:缺少人才需求预测,人员招聘面试方法不科学,高素质人才和少数民族医疗卫生人才招聘不足;人才队伍结构不合理,全科医生与公共卫生人才紧缺,绩效考核流于形式;培训开发单一弱效,培训缺乏科学性和系统性,缺少高素质培训师资;人才流失问题严重,稳定性差。针对上述问题进行了原因分析,并提出了相应对策和具体措施以期优化天山区社区卫生人才队伍结构,主要包括:完善社区卫生人才的招聘机制,建立科学合理的用人机制,健全社区卫生人才的培训机制,改革社区卫生人才的激励机制。
[Abstract]:With the deepening of the reform of the medical and health system in China, the demand for medical and health services in the whole society is also increasing. The irrationality of the allocation of medical resources is increasingly prominent, and the phenomenon of insufficient and wasteful medical resources coexists. As the most important and energetic resource of primary health care, the construction of health personnel ranks relates to the quality of the whole primary medical service and is the key factor to promote the sustainable development of primary medical service. Community health talent is an important part of health service system, and it is also the foundation and premise of sustainable and healthy development of urban health service. Strengthening the construction of community health talent team not only affects the sustainable development of health care. It also affects the quantity and quality of health services, and is of great significance to meet the increasing demand for basic medical and public health services. This research takes the community health talent team in Tianshan District of Urumqi as the research object, on the basis of reference competency theory and incentive theory, using literature research, questionnaire investigation and in-depth interview, aiming at personnel recruitment and management. In order to further improve the construction of community health talents in Tianshan mountain area, the cultivation and personnel flow situation, find out the problem and analyze the reasons are helpful to improve the construction of community health talent team in Tianshan area. Through the comprehensive analysis of the results of the investigation, it is found that the following problems exist in the construction of community health talents in Tianshan area: the lack of talent demand prediction, the unscientific method of personnel recruitment and interview, The recruitment of high-quality talents and medical and health personnel of ethnic minorities is insufficient, the structure of the talent team is unreasonable, the general practitioners and public health personnel are in short supply, the performance appraisal is a mere formality, the training development is single and weak, and the training is not scientific and systematic. Lack of high-quality training teachers; serious brain drain problem, poor stability. The causes of the above problems are analyzed, and the corresponding countermeasures and concrete measures are put forward to optimize the structure of the community health talents team in Tianshan area, including: perfecting the recruitment mechanism of the community health personnel, establishing a scientific and reasonable employment mechanism. Improve the training mechanism of community health personnel and reform the incentive mechanism of community health personnel.
