沈阳铁西区产业转型绩效评价研究

【摘要】：沈阳铁西区是我国计划经济体制下形成的,最典型的老工业区,曾为新中国的工业发展做出了历史性的贡献。然而随着我国改革开放的不断深入以及社会主义市场经济的不断发展,沈阳铁西区原有的支柱产业发展落后,体制性和结构性矛盾突出,亟待转型升级。自2003年国家实施振兴东北等老工业基地战略以来,沈阳铁西区实现优化重组,产业升级加快,产业结构发生了明显的变化。本文以沈阳铁西区为研究对象,研究2003年到2012年十年时间里铁西区的产业转型过程以及产业转型绩效。文章主要分为以下四个部分。第一部分论述了产业转型概念与相关理论,综述了国内外研究进展。第二部分首先对沈阳铁西区的形成、兴盛、衰落、振兴的发展历程进行了论述,其次分析了2003年到2012年期间沈阳铁西区支柱产业发展与产业结构变化,分析了第二、三产业结构的动态变化和工业内部结构的变化特征。第三部分测度和评价了沈阳铁西区产业转型绩效。选取总量绩效、结构绩效、社会绩效和环境绩效四个方面共计18个指标,构建沈阳铁西区产业转型绩效评价指标体系,通过熵值法确定各指标的权重,定量测算出产业转型绩效值。在此基础上,运用正态云模型,判定沈阳铁西区产业转型绩效好、中、差三个评价等级。评价结果表明,2003年到2012年这十年时间,沈阳铁西区的产业由以第二产业为主逐步转型以第三产业为主,第三产业仍以传统服务业为主,现代服务业发展滞后。2003年到2007年沈阳铁西区产业转型绩效值逐年增加,2008年后出现波动。整体上沈阳铁西区的产业转型呈现由差变好的趋势。第四部分分析沈阳铁西区产业转型的经验,并给出产业转型建议。
[Abstract]:Tiexi District of Shenyang is a typical old industrial zone formed under the planned economy system of our country. It has made a historic contribution to the industrial development of the people's Republic of China. However, with the deepening of China's reform and opening up and the continuous development of the socialist market economy, the development of the original pillar industries in Tiexi District of Shenyang is backward, the institutional and structural contradictions are outstanding, and the transformation and upgrading are urgently needed. Since the implementation of the strategy of revitalizing the northeast and other old industrial bases in 2003, the Tiexi District of Shenyang has been optimized and reorganized, the industrial upgrading has been accelerated, and the industrial structure has undergone obvious changes. Taking Tiexi District of Shenyang as the research object, this paper studies the process of industrial transformation and the performance of industrial transformation in Tiexi region during the ten years from 2003 to 2012. The article is mainly divided into the following four parts. The first part discusses the concept of industrial transformation and related theories, summarizes the research progress at home and abroad. The second part discusses the formation, prosperity, decline and development of Tiexi District of Shenyang, and then analyzes the development of pillar industries and the changes of industrial structure in Tiexi District from 2003 to 2012. The dynamic changes of the industrial structure and the changing characteristics of the industrial internal structure. The third part measures and evaluates the performance of industry transformation in Shenyang Tiexi District. Total performance, structural performance, social performance and environmental performance were selected to total 18 indicators. The evaluation index system of industrial transformation performance in Tiexi district of Shenyang was constructed, and the weight of each index was determined by entropy method. Quantitative measurement of the performance of industrial transformation. On this basis, using normal cloud model to judge the performance of industrial transformation in Shenyang Tiexi three evaluation grades: good, medium and poor. The results show that from 2003 to 2012, the industry in Tiexi District of Shenyang was gradually transformed from the secondary industry to the tertiary industry, and the tertiary industry was still dominated by the traditional service industry. The development of modern service industry lags behind. From 2003 to 2007, the performance of industrial transformation in Tiexi District of Shenyang increased year by year, and fluctuated after 2008. On the whole, the industrial transformation of Shenyang Tiexi presents a trend from difference to good. The fourth part analyzes the experience of industry transformation in Tiexi District, Shenyang, and gives some suggestions.
