城市污水治理绩效评价研究:现状与展望

【摘要】：中国城市水污染长期得不到根本性逆转的现状促使政策制定者重新审视政策的有效性。水污染治理政策有效性的度量需要依托各种评价工具,污水治理绩效是其中重要的一种。文章首先辨析了已有的污水治理绩效评价研究在国内外不同研究地域、具体研究对象和研究方法等维度存在的差异。考虑到环境绩效评价方法成熟,可持续性理论体系能够反映治理的愿景,文章随后将环境绩效评价与水污染治理绩效进行对比研究,以便城市污水治理绩效评价从中借鉴经验。最后,文章探讨了可持续性研究方法与城市污水治理绩效结合的可能性,并指出未来城市水污染治理绩效评价的三个细化研究方向。
[Abstract]:The fact that China's urban water pollution has not been fundamentally reversed for a long time has prompted policymakers to re-examine the effectiveness of policy. The measurement of the effectiveness of water pollution control policy depends on a variety of evaluation tools, and the performance of sewage treatment is one of the most important. Firstly, the paper analyzes the differences of the existing research on sewage treatment performance evaluation in different research areas, specific research objects and research methods at home and abroad. Considering that the environmental performance evaluation method is mature and the sustainability theory system can reflect the vision of governance, the paper compares the performance of environmental performance evaluation with that of water pollution treatment, so as to draw lessons from the experience of urban sewage treatment performance evaluation. Finally, the paper discusses the possibility of combining sustainability research method with urban sewage treatment performance, and points out three detailed research directions of urban water pollution treatment performance evaluation in the future.
