甘肃省医疗责任保险运行绩效评估

【摘要】：医疗责任保险在二十世纪二十年代产生于美国,在其发展将近百年的时间里,经历了四个阶段,分别是沉寂、兴起、腾飞以及普保阶段。医疗责任保险的出现在很大程度上保障了医疗机构、医护人员以及患者的合法权益。患者的维权意识也由于近几年来我国医疗行业改革的不断发展,得到了显著的提高,随之而来的是医疗纠纷案件的大幅度上涨。怎样才能有效缓解医患纠纷,降低医疗责任带来的风险?这个问题已经引起了社会的广泛关注。而推行医疗责任保险,不仅能够起到弥补损失和转移风险的作用,同时还能保障医方和患方的合法权益,无疑是一种明智的选择。本文运用理论研究分析法、定量分析法、定性分析法、调查问卷法和访谈法这几种方法对甘肃省医疗责任保险的运行情况进行了研究分析,全文共分为五章。第一章是绪论,主要对论文的研究背景、研究目的和意义、国内外文献综述、研究的方法进行了介绍。第二章是是医疗责任保险的概述,主要介绍了医疗责任保险的定义和内容以及开展医疗责任保险的意义。第三章是对甘肃省医疗责任保险发展概况及问题的分析。主要是从甘肃省医疗责任保险的参保政策、甘肃省医疗责任保险的经营模式、甘肃省医疗责任保险的理赔状况以及甘肃省医疗责任保险实施过程中的不足等方面进行阐述。第四章是甘肃省医疗责任保险运行绩效评价指标体系构建及问题分析,主要是通过统计资料分析了解医疗责任保险的相关政策规定、保险公司的具体推行标准以及通过问卷调查和知情人访谈的方式了解医疗机构对于甘肃省现行医疗责任保险的认知情况。通过对评价指标的选取、标准值以及权重的确定,构建了甘肃省医疗责任保险运行绩效评价体系,然后通过对相关指标数据的搜集、整理和简单的计算得到甘肃省医疗责任保险的绩效评价结果。第五章是根据前文的分析结果,提出完善甘肃省医疗责任保险绩效的相关对策建议。全文通过理论研究和实地调查访谈相结合的方式对甘肃省医疗责任保险运行现状进行绩效评估,总结出影响甘肃省医疗责任保险发展的因素,得出了甘肃省医疗责任保险运行方面存在的问题。针对存在的问题,提出了相关解决问题的对策建议。
[Abstract]:Medical liability insurance emerged in the United States in the 1920s. In its development period of nearly 100 years, medical liability insurance has gone through four stages, namely, silence, rise, takeoff and general insurance. The emergence of medical liability insurance to a large extent protects the legitimate rights and interests of medical institutions, medical staff and patients. Patients' awareness of safeguarding their rights has also been significantly improved due to the continuous development of medical industry reform in recent years, followed by a large increase in medical disputes. How to effectively alleviate the doctor-patient disputes, reduce the risk of medical responsibility? This problem has already aroused the widespread concern of the society. The implementation of medical liability insurance can not only make up for loss and transfer risk, but also protect the legitimate rights and interests of doctors and patients, which is undoubtedly a wise choice. In this paper, the operation of medical liability insurance in Gansu Province is studied and analyzed by the methods of theoretical analysis, quantitative analysis, qualitative analysis, questionnaire and interview. The full text is divided into five chapters. The first chapter is the introduction, mainly introduces the research background, research purpose and significance, domestic and foreign literature review, research methods. The second chapter is an overview of medical liability insurance, mainly introduces the definition and content of medical liability insurance and the significance of developing medical liability insurance. The third chapter is to Gansu Province medical liability insurance development general situation and the question analysis. Mainly from the Gansu Province medical liability insurance participation policy, Gansu Province medical liability insurance management mode, Gansu Province medical liability insurance claim situation and Gansu Province medical liability insurance implementation process insufficiency and so on aspects carries on the elaboration. The fourth chapter is the performance evaluation index system of Gansu Province medical liability insurance performance evaluation system and problem analysis, mainly through statistical analysis to understand the relevant medical liability insurance policy provisions. The specific implementation standards of insurance companies and through questionnaires and insiders interviews to understand the medical institutions for the current medical liability insurance in Gansu Province. Through the selection of evaluation indicators, standard value and weight of the determination of Gansu Province medical liability insurance performance evaluation system, and then through the collection of relevant index data, Collate and simple calculation to get Gansu Province medical liability insurance performance evaluation results. The fifth chapter is according to the above analysis result, proposed consummates Gansu Province medical liability insurance performance correlation countermeasure suggestion. Through the combination of theoretical research and field investigation, the paper evaluates the performance of medical liability insurance in Gansu Province, and summarizes the factors that affect the development of medical liability insurance in Gansu Province. The problems in the operation of medical liability insurance in Gansu Province are obtained. In view of the existing problems, some countermeasures and suggestions are put forward to solve the problems.
