“项目治教”的逻辑限度分析

【摘要】:在新时代背景下,作为一种与单位制、科层制逻辑相区别的治理机制,项目制依凭其自身优势特点与制度抱负开始担任构筑一流高等教育的历史职责,从而累积"项目治教"的"绩效合法性"。然而,项目制实践中遵循的一事一议、择优、技术理性、规划控制等独特逻辑,似乎悬置了高等教育中的"地方性知识"这一本体性命题,因而不得不承受高等教育系统中的治理碎片化、马太效应、价值理性的失落、被规划的高等教育等逻辑限度,使"项目治教"在高等教育领域中面临正当性与合理性的质疑与拷问。因此,当我们通过"项目治教"获取高等教育效率与技术收益时,更应不断检省"项目治教"这一治理行动本身是否正当与合理。
[Abstract]:Under the background of the new era, as a kind of governance mechanism which is different from the unit system and the hierarchy system logic, the project system begins to take the historical responsibility of constructing the first-class higher education by virtue of its own superiority characteristic and system ambition. Thus accumulates "the item governs the education" the "performance legitimacy". However, in the practice of project system, the unique logic, such as selection of merit, technical rationality, planning control and so on, seems to have suspended the Noumenon proposition of "local knowledge" in higher education. As a result, they have to bear the logical limits of the fragmentation of governance in the higher education system, the Matthew effect, the loss of value rationality, and the planned higher education. In the field of higher education, "Project Education" is confronted with questioning and questioning of legitimacy and rationality. Therefore, when we obtain higher education efficiency and technical benefits through "project management", we should constantly check whether the governance action of "project administration" is proper and reasonable.
