在计量潮汐时代改革定量评价的探索与思考

【摘要】：当代科技评价已经成为构建科技竞争发展环境的重要基础,是科技战略管理和绩效管理的重要工具,以及公众理解科技的重要渠道。然而现阶段的科技评价已经在国内外科学界引发了复杂的混合效应。我们不禁反思:定量评价已经对科学拥有了真正的权力吗?本文从定量评价频遭诟病,却屹立不倒的原因入手,在总结目前国际科技评价现状及发展趋势基础上,以中国科学院20余年来研究所评价改革路径为案例,提出了完善我国科技评价,推进卓越科学研究的建议,期望为我国科技评价改革提供借鉴与参考。
[Abstract]:Contemporary science and technology evaluation has become an important foundation for the construction of scientific and technological competition development environment, an important tool for the management of science and technology strategy and performance management, as well as an important channel for the public to understand science and technology. However, the current science and technology evaluation has caused a complex mixed effect in the scientific community at home and abroad. We can't help thinking: does quantitative evaluation already have real power over science? This paper begins with the reasons why quantitative evaluation is frequently criticized, but stands firm. On the basis of summing up the current status and development trend of international scientific and technological evaluation, this paper takes the path of evaluation reform in the Institute of Chinese Academy of Sciences for more than 20 years as a case study. The paper puts forward some suggestions to perfect our country's science and technology evaluation and to promote the outstanding scientific research, which is expected to provide reference and reference for the reform of our country's science and technology evaluation.
